On the afternoon of January 6th, the Executive Committee of the Ky Anh District Party Committee held a conference to summarize Party building work in 2023 and implement tasks for 2024.

Provincial Party Secretary Hoang Trung Dung, Colonel Nguyen Hong Phong - Member of the Provincial Party Standing Committee, Director of the Provincial Police; and leaders of various departments and agencies attended.

Over the past year, despite numerous difficulties and challenges, Ky Anh district has achieved many positive results in implementing its political tasks. This is thanks to the efforts, unity, creativity, and flexibility in leadership and guidance of the entire political system from the district to the grassroots level, and the consensus of the people.

Throughout the year, the dissemination of the Party's guidelines, the State's policies and laws, and patriotic emulation movements was carried out regularly, promptly, and in depth by grassroots Party committees, branches, agencies, and units. The organization of studying, understanding, and implementing the Party's resolutions and directives was carried out seriously, ensuring quality and on schedule.

In 2023, the district organized 5 Party awareness training courses for 305 people; 3 courses for new Party members for 143 comrades; 1 basic political theory course for 67 students; and 16 specialized courses and professional training courses for 5,892 students.

Personnel work was carried out synchronously and seriously, ensuring requirements regarding standards, quantity, and quality; the inspection and supervision program and plan were completed; and attention was paid to the work of developing Party members. Throughout the district, 171 outstanding individuals were admitted to the Party (achieving 114% of the plan); 157 comrades were granted full Party membership, and 310 comrades had their Party membership transferred; Party badges were awarded to 289 Party members; and 331 Party membership cards were newly issued or reissued.

Deputy Secretary of the Ky Anh District Party Committee Tran Thanh Nam reported on the implementation of political work and Party building in 2023.

Leadership and guidance in socio-economic development were focused on, with 20 out of 21 targets achieved or exceeded the plan. Specifically, the total value of products reached VND 8,850.26 billion, achieving 107.79% of the plan and increasing by 14.62% compared to 2022; average per capita income reached VND 49.09 million/person/year, achieving 104.45% of the plan and increasing by 9.45% compared to 2022; the value of products in the agricultural sector reached VND 2,489.13 billion, achieving 104.27% of the plan and increasing by 8.59% compared to 2022; total grain production reached 57,198.8 tons, achieving 103.34% of the plan and increasing by 4.03% compared to 2022. Rice yield reached 54.5 quintals/hectare, an increase of 1.5 quintals/hectare compared to the plan, and an increase of 2.02 quintals/hectare compared to 2022.

The national target program for building new rural areas and developing Ky Dong urban area continues to receive focused leadership and guidance, achieving comprehensive results. To date, Ky Anh district has 20 out of 20 communes meeting the new rural area standards; completed 9 out of 9 criteria for a new rural district; added 1 commune achieving advanced new rural area status, bringing the total number of advanced new rural communes to 5; Ky Chau commune has achieved model new rural area status; 118 out of 153 villages have achieved model new rural residential area status, reaching 77.1%; Ky Dong commune has completed the criteria for a type V urban area and is currently being assessed by the Department of Construction before being submitted to the Provincial People's Committee for recognition.

Currently, the district is appraising, evaluating, classifying, and recognizing 4 OCOP 3-star products, bringing the cumulative total to 18 OCOP products (2 4-star products, 16 3-star products); supporting the proposal of ideas and the development of production and business plans for 11 OCOP products; and strongly applying digital transformation in the production and business of organic agricultural products, clean agricultural products, and OCOP products.

Land clearance work has been given priority and directed to ensure timely and on-schedule completion of construction projects in the area.

In 2024, the Ky Anh District Party Committee will continue to promote the dissemination, study, and emulation of Ho Chi Minh's ideology, ethics, and style; and new documents from the Central Government, the province, and the district. It will continue to streamline political organizations for more efficient and effective operation. It will also promote emulation movements to celebrate national and local anniversaries. Furthermore, it will strengthen inspection, supervision, and anti-corruption efforts. Finally, it will actively mobilize the people to participate in patriotic emulation movements and campaigns.

Continue to strengthen the criteria for New Rural Areas at the district and commune levels. Focus on and strive to transform Ky Dong into a town. Strengthen state management in all fields, especially in land, minerals, food safety, and planning. Continue to resolve long-standing issues in state management; ensure social security, healthcare, and improve the material and spiritual lives of the people; ensure national defense and security, and maintain political stability.

Some specific targets for Ky Anh district in 2024.

- The total value of products at current prices is expected to reach VND 10,230.09 billion.

- Total production value per unit area reaches 100 million VND/ha;

- Grain production reached over 55,853 tons;

- Budget revenue: 193.65 billion VND;

- Build 7 more schools that meet national standards;

- The percentage of villages recognized as cultural villages is over 98.5%;

- The rate of household solid waste that is sorted, collected, and treated to standards is over 95%;

- The percentage of eligible administrative procedures integrated into the National Public Service Portal for full-process online public service delivery has reached 100%;

- 100% of communes meet the standards for comprehensively strong grassroots organizations...

Speaking at the conference, Provincial Party Secretary Hoang Trung Dung praised and acknowledged the achievements of the Party Committee and people of Ky Anh district in the past period.

The Provincial Party Secretary also emphasized several tasks for the coming period, such as: continuing to implement the district's thematic resolutions; the province's resolutions, especially the resolution on land consolidation and accumulation, the administrative reform resolution, and the resolution on culture to revive the cultural traditions and people of Ha Tinh; and continuing to focus intensely on building new rural areas.

Pay due attention to Party building; focus on innovating Party branch activities; pay attention to successor cadres and young cadres; and pay attention to inspection and supervision work. Strictly maintain the system of dialogue and receiving citizens; promote the supervisory and critical role of the Vietnam Fatherland Front and other mass organizations. Work effectively, using results as the measure; have a firm grasp of the situation, be flexible in handling situations, and promptly resolve issues arising from the grassroots level.

On this occasion, the Provincial Party Committee awarded certificates of merit to 2 collectives and 4 Party members who had excellently fulfilled their duties for 5 consecutive years (from 2019 to 2023).

* Also this afternoon, Ky Anh district concluded the writing contest on the work "Some theoretical and practical issues concerning socialism and the path to socialism in Vietnam" by General Secretary Nguyen Phu Trong.
