The emulation movement "Skilled mass mobilization" has mobilized the combined strength of the entire political system, contributing to innovating methods, enhancing the leadership role and fighting strength of grassroots Party organizations. Departments, branches, unions and local authorities have well implemented the grassroots democracy regulations, reformed administrative procedures, resolved complaints and denunciations of citizens, innovated working methods, raised the sense of responsibility and attitude of serving the people among cadres, civil servants and public employees.
