According to the assessment at the meeting, the implementation of grassroots democracy in the past period has been carried out by all levels and sectors in conjunction with political tasks, administrative reform , and improving the quality of service to the people.
Comrade Ho Thanh Thuy, Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of Ca Mau province, and Head of the Provincial Steering Committee for the Implementation of Democracy at the Grassroots Level, delivered a speech at the meeting.
The Provincial Party Committee's Propaganda and Mass Mobilization Department - the Standing Agency of the Steering Committee - has proactively advised on the restructuring of the organization and the development of activity programs suitable to practical requirements; at the same time, it has strengthened guidance and inspection of implementation in localities and units.
Pham Minh Luyen, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department, reported on the results of implementing grassroots democracy in the first six months of 2026.
During the first six months of the year, inspection teams from the Steering Committee conducted surveys to assess the implementation of grassroots democracy in many localities and units; promptly noted effective models and practices, and provided guidance and resolved difficulties in the implementation process.
Vice Chairman of the Provincial People's Committee Ngo Vu Thang proposed several solutions to innovate inspection and supervision work in a streamlined, efficient manner, reducing pressure on local authorities.
Citizen reception work was given attention, with over 500 receptions and more than 600 citizens coming to provide feedback and make suggestions; nearly 400 cases were received, considered, and resolved. The entire province also organized nearly 19,000 propaganda sessions on implementing grassroots democracy, attracting over 570,000 participants; and implemented many activities of social supervision and criticism, contributing to Party and government building , thereby promoting the people's right to self-governance and strengthening social consensus.
Chairman of the Provincial Federation of Labor, Ly Cong Bac, contributed to the report on the implementation of democracy at the grassroots level.
Besides the achievements, the Steering Committee frankly acknowledged that there are still some limitations, such as the implementation in some areas being somewhat disorganized; coordination between agencies and units sometimes lacking synchronization; and the timely understanding of people's thoughts and aspirations and the handling of some emerging issues at the grassroots level.
Comrade Vo Thi Ngoc Han, Vice Chairperson of the Vietnam Fatherland Front Committee of Ca Mau province, discussed the difficulties and pressures faced at the grassroots level in the process of implementing democracy.
Comrade Pham Thi Ngoc, Deputy Director of the Department of Justice, proposed solutions to improve the effectiveness of digital transformation in implementing grassroots democracy.
Concluding the meeting, Deputy Secretary of the Provincial Party Committee Ho Thanh Thuy requested that members of the Steering Committee continue to enhance their role in advising, guiding, and inspecting the implementation of grassroots democracy; focusing on bringing the provisions of the Law on Grassroots Democracy into practice in a substantive and effective manner, avoiding formalism.
The Head of the Provincial Steering Committee for Grassroots Democracy emphasized that implementing grassroots democracy must be linked to building a service-oriented government, improving the quality of handling people's affairs; strengthening dialogue and citizen engagement, and promoting the supervisory and social critique role of the Fatherland Front and other political and social organizations.
Localities continue to link the implementation of grassroots democracy with administrative reform, digital transformation, and transparency in state management activities; while also improving the effectiveness of the People's Inspection Committee, the Community Investment Monitoring Committee, mediation groups, and self-governing groups.
Democracy must be demonstrated through the genuine participation of the people; the people must be informed, consulted, involved, and able to monitor issues directly related to their lives. This contributes to strengthening trust, creating social consensus, and building governments at all levels that are increasingly closer to the people, more responsive to their needs, and more dedicated to serving the people.
