The province currently has 5,049 villages and residential areas with 996,572 households. Of these, 1,203 villages and residential areas have duplicate names; many villages and residential areas do not meet the prescribed criteria. After the merger of commune-level administrative units, the average number of villages and residential areas per commune-level administrative unit has increased, creating significant management pressure on local authorities at the grassroots level.

Therefore, the reorganization of villages and residential areas is essential to improve governance efficiency, promote digital transformation, meet the requirements of rapid and sustainable development, and contribute to improving the quality of service to the people. Through the review, it is projected that 3,606 villages and residential areas will be reorganized to create 1,639 new villages and residential areas. After the reorganization is completed, the entire province will reduce the number of villages and residential areas by 1,967; the total number remaining will be 3,082 (a reduction of 38.96%).

The Party Committee of Doan Ket sub-district (Da Bac commune) is disseminating information and mobilizing the people in the reorganization of villages and residential areas.

Unified implementation

Following the directives of the Politburo and the Prime Minister, on May 25, 2026, the Phu Tho Provincial Party Committee issued document No. 1580-CV/TU on "rearranging villages and residential areas and assigning, utilizing, and providing policies and regulations for part-time personnel"; on May 28, 2026, the Provincial People's Committee issued Plan No. 192/KH-UBND on "rearranging and renaming villages and residential areas in Phu Tho province". This plan emphasizes that the rearrangement of villages and residential areas must ensure compliance with the criteria and conditions stipulated by the Central Government and the local management requirements; the implementation process must adhere to the regulations and guidelines of the Central Government and be based on historical and cultural factors, the actual situation of the locality, and the opinions of the people (especially regarding the names of the villages and residential areas after rearrangement). It also ensures the maintenance of political stability and social order and security. Actively grasp the situation, promptly handle emerging issues, prevent hotspots and complex incidents at the grassroots level; preserve and promote the tradition of community solidarity, and strengthen the people's trust in the Party and the State.

According to the Provincial People's Committee's plan, the People's Committees of communes and wards shall develop proposals and submit them to the Department of Internal Affairs for compilation into a comprehensive plan for the rearrangement of villages and residential areas in the province. This plan will then be reported to the Provincial People's Committee, submitted to the Provincial Party Committee and the Provincial People's Committee, and presented to the Standing Committee of the Provincial Party Committee and the Provincial Party Committee for their opinions before June 5, 2026. Based on the conclusions of the Provincial Party Committee, the Department of Internal Affairs will guide the People's Committees of communes and wards in developing the project proposal and organizing public consultations in accordance with the law; this will be completed before June 10, 2026. The People's Committees at the commune level will organize the collection of opinions, compile, explain, and fully incorporate the people's opinions on the project proposal; prepare a report to finalize the dossier for submission to the Commune People's Council for consideration and decision; this will be completed before June 28, 2026. The Commune People's Councils will issue resolutions on the rearrangement and renaming of villages and residential areas before June 30, 2026.

Proposals suggest gradually reducing the age for starting to receive social retirement benefits to 70 years old.In the draft Law amending and supplementing a number of articles of the Social Insurance Law No. 41/2024/QH15, which the Ministry of Interior is currently seeking opinions on, the content regarding the age for receiving social retirement benefits is one of the prominent issues.

Implementing Plan No. 192/KH-UBND of the Provincial People's Committee, communes and wards have focused on developing plans, organizing meetings to gather public opinion, and carrying out the steps in accordance with regulations. Mr. Nguyen Huu Luyen, Chairman of the Hoa Binh Ward People's Committee, said: The ward currently has 94 residential groups, but most are small in scale and do not meet the criteria as stipulated. To implement the reorganization of villages and residential groups, the ward has developed a plan to reduce the number from 94 to 40, organized a conference to disseminate information and listen to the opinions of the people on the reorganization policy with the participation of 300 delegates representing the residential groups in the area. Currently, the ward is intensifying propaganda and mobilization efforts to ensure that officials, Party members, and the people fully understand the goals and significance of the reorganization to create consensus during the implementation process.

Consider the option of naming the residential area.

Government Decree No. 185/2026/ND-CP dated May 26, 2026, stipulates that after reorganization, residential groups in wards must have over 300 households; villages and hamlets in communes must have over 150 households. For villages in mountainous areas, ethnic minority areas, areas with particularly difficult conditions, areas with complex terrain, resettlement areas, etc., the number of households may be lower than the regulations. For communes expected to become wards in the near future, the People's Committee of the commune must study the reorganization of villages to ensure the number of households meets the standards of residential groups. However, in practice, the implementation of the plan to merge villages and residential groups inevitably faces some issues that need thorough consideration, especially in mountainous areas and areas with particularly difficult conditions.

Comrade Nguyen Duc Tuyen - Chairman of the People's Committee of Nhan Nghia commune, said: Currently, the entire commune has 28 hamlets and streets with a total of 4,208 households. According to current regulations, 13 hamlets are subject to relocation due to not meeting the standard for household size (under 150 households). Some hamlets have very low numbers of households, such as Bay hamlet with 42 households; Bui Ruong hamlet with 56 households; Ram hamlet with 63 households; Vo street with 66 households; and Chum hamlet with 93 households. Based on a field review, Nhan Nghia commune has 4 hamlets, namely Ken, Sao, Bui Ruong, and Bay, with unique conditions that need to be considered for inclusion in the category of hamlets with special characteristics according to regulations. Among these, Ken and Sao hamlets are newly formed resettlement areas due to the impact of the Canh Tang Lake Project, located about 7km from neighboring hamlets. Bui Ruong and Bay hamlets are remote, mountainous hamlets located in a fragmented area, approximately 5km away from other residential areas, with difficult transportation access. A mechanical merger of these four hamlets would create numerous challenges in managing the area, organizing community activities, and implementing community movements. The People's Committee of Nhan Nghia commune requests that the Department of Interior Affairs consider and advise the competent authority to approve the inclusion of these four hamlets in the category of hamlets with special characteristics.

One issue of particular concern to most people is the naming of the new hamlets and residential areas after the reorganization. Comrade Ha Van Thuan, Secretary of the Party Branch of Doan Ket sub-district (Da Bac commune), said: According to the plan currently being discussed by the people, Doan Ket sub-district, which currently has 165 households, is expected to merge with Mo Nang sub-district, which has 154 households. Based on public opinion, the people agree with and support the merger of hamlets and residential areas, and propose continued attention to infrastructure development and the creation of conditions for organizing cultural and spiritual activities to connect the people of the two sub-districts. The proposed name for the new sub-district after the merger, Doan Ket, has received strong support from the people.

Currently, local Party committees and authorities in the province are focusing on strengthening propaganda efforts to unify the understanding, actions, and responsibilities of all segments of the population, while promoting the tradition of solidarity within the community and implementing grassroots democracy to effectively organize and implement the reorganization of villages and residential areas. The implementation ensures compliance with the established principles and requirements; follows the correct procedures and regulations as prescribed by law; and guarantees transparency, objectivity, and contributes to protecting the legitimate rights of the people and grassroots officials.
