Kinhtedothi - From the 2021-2026 term, along with the 2015 Law on Supervision by the National Assembly and People's Councils, the activities of People's Councils at all levels have become more closely aligned with Resolution 594/NQ-UBTVQH15 of the Standing Committee of the National Assembly. This Resolution has become a "handbook" for the supervisory activities of elected representatives and elected bodies.


A basis for closely monitoring the progress of fulfilling promises and commitments.

On September 12, 2022, the Standing Committee issued Resolution No. 594/NQ-UBTVQH on "Guidelines for the supervisory activities of the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council, the People's Council delegate groups, and individual People's Council representatives," which specifically guided the procedures, responsibilities of agencies, organizations, and individuals in developing programs and plans, organizing implementation; reporting on the results of the supervision program; and reviewing the implementation of resolutions, conclusions, and recommendations of the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council, the People's Council delegate groups, and individual People's Council representatives.

The resolution also provides guidance on questioning activities at the People's Council sessions and questioning and explanations at the Standing Committee's sessions; thematic supervision by the People's Council, the Standing Committee, and the Committees of the People's Council; supervision activities by the People's Council delegate groups and supervision by individual People's Council delegates.

Immediately after the resolution was issued in October 2022, the Standing Committee of the Hanoi People's Council implemented Resolution 594/NQ-UBTVQH15 to the standing committees of the People's Councils at all levels in the city. With this swift action, Hanoi became the first locality in the country to put the resolution into practice.

According to Pham Qui Tien, Vice Chairman of the Hanoi People's Council, the implementation and monitoring of supervisory recommendations is currently a weak point for People's Councils at all levels. The Resolution has stipulated the procedures for implementing the provisions of the Law to clarify the implementation process. Therefore, units need to pay attention to the organization of responsibilities of agencies, organizations, and individuals subject to supervision; and the monitoring and urging of the implementation of resolutions, conclusions, and supervisory recommendations.

Resolution 594/NQ-UBTVQH15 is considered by People's Councils at all levels as a "handbook" to guide effective supervision activities; the questioning and answering sessions at the Hanoi City People's Council meetings continue to be reformed. Following this "handbook," in the first nine months of 2024 alone, the Hanoi City People's Council held four sessions (including three specialized sessions and a regular mid-year session) to promptly consider and decide on important and urgent issues within its authority. After the questioning and answering sessions at the mid-year and end-of-year regular sessions, the Hanoi City People's Council issued resolutions on the questioning sessions, clearly outlining the work content and implementation progress so that People's Council representatives have a basis for monitoring and urging...

Specifically, following the question-and-answer session, the City People's Council issued a resolution on the questioning activities at the session, clearly stating the content of the commitments, the completion time, and the person who committed to fulfilling the "promises" to the People's Council representatives, voters, and the people.

This resolution also serves as a basis for the People's Council, its Standing Committee, the People's Council Committees, the Delegation Groups, and individual People's Council members to compare, contrast, and monitor the progress and results of the agencies and units being questioned. The quantification and measurement of each specific case have truly brought about clear effectiveness in the supervisory activities of elected bodies and elected representatives in recent times.

Creating the groundwork for transforming the urban landscape.

Based on the opinions and suggestions of voters regarding pressing social issues and on the basis of supervision, the Hanoi City People's Council has selected a group of issues for questioning that are "correct" and "relevant," and of concern to voters and the people. A clear example of the effective supervisory role of the Hanoi City People's Council and its representatives, demonstrated through recent questioning and answering sessions, is the deterioration and abandonment of many parks and gardens, causing a loss of urban aesthetics; the City People's Council representatives have questioned the responsibility of the relevant units.

Through questioning and re-questioning sessions, Hanoi City People's Council representatives have thoroughly investigated the responsibilities and demanded that the questioned units clearly state the progress of completion. As a result, several park and garden renovation projects in the city have seen significant progress, effectively creating public spaces for residents and contributing to a new urban landscape in line with the spirit of Program 03/CTr-TU of the Hanoi City Party Committee dated March 17, 2021, on urban beautification, urban development, and urban economy of Hanoi City for the period 2021-2025.

Speaking about the process of implementing the monitoring and questioning activities on this group of issues, the Head of the Urban Affairs Committee of the Hanoi City People's Council, Dam Van Huan, said that during this term, the Hanoi City People's Council has reformed the way it conducts questioning in accordance with Resolution 594/NQ-UBTVQH15 and Project 15-DA/TU of the Standing Committee of the Hanoi City Party Committee on "Improving the capacity, effectiveness, and efficiency of the operation of People's Councils at all levels in Hanoi City in the period 2021-2026 associated with the pilot implementation of the urban government model and consolidating rural government in Hanoi City" by issuing resolutions on the questioning sessions.

In keeping with the spirit of innovation of the People's Council, the City People's Council recently conducted supervision on many issues such as: waste management, air pollution, traffic congestion, management of public assets, delayed projects, wastewater treatment projects, construction order, planning and management of construction order on land outside the city limits...

"Notably, the successful monitoring activities in the past period have focused on flower gardens and parks in the city, from investment to management, especially the effective use of these parks," said the Head of the Urban Affairs Committee of the City People's Council.

Following the city council's oversight, many issues related to investment delays were identified. Regarding development, city units – especially districts and counties – have committed to accelerating the progress of projects related to these parks.
