Key indicators that highlight key points
The People's Committee of Lang Son province recently held a conference to assess the Provincial Competitiveness Index (PCI) for 2025, discuss solutions to improve the PCI, and promote private sector development in 2026.
According to the Provincial People's Committee, Lang Son 's PCI (Provincial Competitiveness Index) in 2025 reached 64.94 points, 1.04 points higher than the national median and placing it in the group of localities with fairly good governance quality. This is the first year the PCI has been implemented using a new set of indicators with 9 component indicators and 98 evaluation criteria, reflecting more comprehensively the quality of economic governance and the private economic development ecosystem.

The assessment results show that Lang Son has 3 out of 9 component indicators higher than the national median, including: Informal costs, Fair competition, and Proactive government.
Specifically, the Government-Creative Index reached 6.45 points, 0.99 points higher than the national median; the Fair Competition Index reached 6.43 points, 0.92 points higher; and the Informal Costs Index reached 8.3 points, 0.7 points higher.
These results demonstrate the province's efforts to improve the investment and business environment. Many businesses appreciate the local government's increasing proactiveness in resolving difficulties and creating favorable conditions for production and business activities. In particular, the percentage of businesses reporting having to pay fees outside of regulations is lower than the national average, contributing to strengthening confidence in the state management apparatus.
Dialogue and support for businesses continue to be maintained. The Provincial People's Committee organizes regular meetings with businesses; functional agencies strengthen the reception and resolution of requests and feedback related to production and business activities. The role of the Provincial Business Association and other business representative organizations in participating in policy making is increasingly being promoted.
Identify bottlenecks
Besides the positive results, the 2025 PCI report also points out many areas that need further improvement. Of the nine component indicators, Lang Son still has six indicators that are below the national median, including: Market entry, Access to resources, Transparency, Administrative compliance costs, Business and labor support, and Legal institutions.

Notably, the Access to Resources index scored 5.65 points, 0.4 points lower than the national median. Businesses still face difficulties in accessing land, expanding production facilities, and completing land-related procedures. Furthermore, the Market Entry and Administrative Compliance Costs indices also fell short of expectations, with instances of multiple document submissions and overlapping inspections and audits still occurring.
The effectiveness of support for businesses in the areas of innovation, science and technology, and access to finance has not been truly outstanding. The quality of human resources and the ability to meet labor demands remain challenges, even as many industrial zones and clusters are being invested in and expanded.
The report also points out that there are still limitations in the gap between the province's policies and directions and the implementation process in some agencies and units. This directly affects the effectiveness of policy implementation and the perception of businesses regarding the investment and business environment.

Based on the achievements and bottlenecks reflected in the 2025 PCI results, Lang Son province has proposed many solutions to improve the quality of governance, enhance competitiveness, and promote the development of the private economy in 2026.
Accordingly, the province will focus on addressing bottlenecks in indicators that are still low; continue to simplify and shorten the time for resolving administrative procedures, especially those related to land and conditional business sectors. Along with this, it will improve the quality of support for businesses, enhance transparency in resolving administrative procedures, and maintain dialogue channels to promptly address emerging difficulties and obstacles.

Chairman of the Lang Son Provincial People's Committee, Nguyen Canh Toan, emphasized that the 2025 PCI results demonstrate the commendable efforts of the entire political system of Lang Son province in supporting businesses. However, the assessment also points out some limitations in the implementation of tasks by agencies and units that need to be addressed promptly.
Mr. Toan requested that departments, agencies, and the People's Committees of communes and wards continue to innovate their thinking, enhance responsibility, and remove obstacles for businesses; linking the improvement of the Provincial Competitiveness Index (PCI) with the improvement of institutions, the enhancement of public service quality, and the building of a proactive government that puts people and businesses at the center. This will create a transparent and favorable investment and business environment, allowing the business community to confidently expand production and business, and make positive contributions to the socio-economic development of the province.
