Seeing the villagers gathering together every afternoon, Mr. Lau Ba Tho, Secretary of the Party Branch of Tong Khu village, couldn't hide his joy: "Previously, after each trip to the forest, the men in the village would often gather to drink alcohol, which posed many potential health and security problems. Since the Economic -Defense Group 4, Military Region 4, supported the construction of a model military-civilian cultural center, that habit has gradually changed. Now, every afternoon, from the elderly to the young, everyone comes to the cultural center's courtyard to exercise, exchange cultural ideas, and participate in community activities... contributing to making the village more cohesive and a new way of life gradually taking shape."
The village of Tong Khu currently has 39 households with over 330 inhabitants. It is a particularly difficult mountainous and border village in Nghe An province. Previously, the village had a cultural center, but the facilities were inadequate and did not meet the needs of the people. Implementing the Project "Improving the quality and effectiveness of mass mobilization work of the armed forces of Military Region 4 in special areas within the Military Region in the period 2023-2030 and beyond" (Project 2036), the 4th Economic-Defense Brigade has coordinated with the local Party committee and government to build a model "Model Military-Civilian Cultural Village," with a focus on constructing a model military-civilian cultural center in the village.

Accordingly, the 4th Economic-Defense Brigade provided over 100 million VND (from the funding of Project 2036) and mobilized over 300 man-days of labor from officers, staff, and young volunteer intellectuals, in coordination with the local government and people, to upgrade and repair the village cultural house; add tables and chairs, purchase speakers and ceremonial equipment; build a perimeter wall, gate, volleyball court, badminton court; install outdoor sports equipment and a solar-powered lighting system... In addition to cash support, labor, and some readily available materials from the unit, the 4th Economic-Defense Brigade also called on units, businesses, and philanthropists to join hands in supporting and helping the project to be completed comprehensively and attractively, meeting the needs of the people. Ms. Vu Y Di, a resident of Tong Khu village, happily shared: “Since the model military-civilian cultural center was built, every afternoon my neighbors and I come here to play sports. In the evening, we organize cultural and artistic activities. Thanks to this, the cultural and spiritual life of the people has changed a lot, and the neighborly bonds have become stronger and more united.” More than just a place for cultural, political , and spiritual activities in the village, the model military-civilian cultural center also serves as a bridge to strengthen the solidarity between the military and the people. It is a space for organizing cultural and sports exchanges between the locality and the units stationed in the area, contributing to the preservation and promotion of the traditional cultural identity of the ethnic minorities in the border region.
Building on the success of the "Model Military-Civilian Cultural Village" in Tong Khu village, the 4th Economic-Defense Brigade has continued to implement and expand the model to Lien Son village (Na Ngoi commune) and Huoi Khe village (Muong Tip commune). This has contributed to the formation of a new way of life and improved the spiritual well-being of the people. It also serves as an important foundation for building a strong "people's support" base, maintaining political stability, order, and social security along the border. According to Comrade Lau Ba Cho, Secretary of the Party Committee and Chairman of the People's Council of Na Ngoi commune, the "Model Military-Civilian Cultural Village" has contributed to expanding community living spaces, reducing social evils, and promoting the development of cultural and sports activities. At the same time, through integrated activities of disseminating legal information and mobilizing the people to identify and combat the schemes of hostile forces to divide the national unity, we contribute to maintaining the "three peace" (peace for the people, peace for the locality, and peace for the border).
Lieutenant Colonel Nguyen Viet Ngoc, Head of Political Affairs of the 4th Economic-Defense Brigade, emphasized: “Building and putting into use the model of “Model Military-Civilian Cultural Villages” in Tong Khu, Lien Son, and Huoi Khe villages is a practical and meaningful undertaking, contributing to consolidating the “people's support,” strengthening military-civilian solidarity in border areas, and creating a community living space, improving the spiritual life and preserving the national cultural identity of the local people.”
