In fulfillment of the commitment of the Vinh Long Provincial People's Committee regarding the management of sand mining activities at two sand mines on the Hau River in An Phu Tan and Luc Si Thanh communes, the Vinh Long Department of Agriculture and Environment (NN&MT) has publicly announced a hotline number to receive and process reports and denunciations of violations in sand mining activities from the public. The hotline operates 24/7.
The Department of Agriculture and Environment of Vinh Long also installed specialized surveillance cameras at these two mines. Data is transmitted 24/7 to the Department and shared with the two communes and the Task Force for joint monitoring.

The two sand mines above were licensed by the People's Committee of Vinh Long province to Truong Son Construction Corporation (NTSH.10 mine), serving the construction of the Ca Mau - Dat Mui expressway, the connecting route to Hon Khoai island. The remaining mine (10a) was licensed to Southern Construction Investment Joint Stock Company, serving the Chau Doc - Can Tho - Soc Trang expressway project.
According to the Vinh Long Department of Agriculture and Environment, the exploitation of sand at the two mines has caused particular concern among the local population due to worries about the risk of landslides and the impact on their land, houses, and living environment. The local authorities affirm that the purpose of exploiting the two sand mines is to serve national security and defense projects, key national transportation projects, and contribute to the socio-economic development of the region; it is not for commercial purposes.
In addition, the exploitation of the two sand mines also contributes to regulating the river flow, diverting it to the middle of the river, away from the banks, and reducing the risk of riverbank erosion caused by alluvial deposits that bring the water close to the banks.
In response to public concerns, the leaders of Vinh Long province have issued a document committing to responsibility throughout the implementation process. Accordingly, if the mining unit violates regulations regarding time, scope, depth, capacity, or uses incorrect equipment, it will be severely punished without exception or any forbidden areas. Through a hotline, the relevant authorities are committed to promptly receiving and addressing all public complaints.
In the event of signs of riverbank erosion during mining operations, Vinh Long province will direct a halt to mining activities to investigate and assess the cause, implement necessary remedial measures, and provide compensation if any damage occurs.

Following the directive of the Vinh Long Provincial People's Committee, a task force will be established to monitor sand mining activities, with the participation of local authorities and residents in the affected area. The task force will be responsible for monitoring the volume, scope, mining methods, equipment used, mining time, and the intended use of the extracted minerals.
