
Officials at the "one-stop" service center of Lap Thach District People's Committee guide citizens in submitting online public service applications.
Recognizing that the first step in digital transformation is a change in mindset, the People's Committee of Lap Thach district directed the District Department of Culture and Information and relevant agencies and units to strengthen propaganda among officials, civil servants, employees, businesses, and the people about the significance of digital transformation. This aims to change perceptions, viewing digital transformation as a real opportunity and a chance to actively apply its achievements to serve their own agencies and units, the community, and society.
Adhering closely to the requirements and targets for digital transformation directed by the Provincial Party Committee and the Provincial People's Committee, Lap Thach focuses on developing digital infrastructure ahead of time to ensure readiness and create momentum for the development of digital government, digital economy , and digital society.
To date, the telecommunications transmission network infrastructure in the district has been 100% fiber optic, connecting to all communes and towns. 100% of mobile communication base stations in the district have 3G and 4G mobile coverage.
Information technology (IT) infrastructure has gradually developed; all departments and agencies of the district, and the People's Committees of communes and towns, are connected to broadband internet, and LAN networks are regularly upgraded and maintained, ensuring smooth access.
The district is also connected to the Government 's dedicated data network, the National Centralized Payment Portal, and is ready to connect to the databases of central ministries and agencies; establishing a shared, integrated platform for the province and the district.
The software used for management and administration has been actively and effectively implemented by the District People's Committee. Currently, 100% of units and localities in the district exchange, create, process, and digitally sign documents and work files electronically; 100% of administrative procedures are received and processed through the electronic one-stop information system...
Many digital platform applications have been effectively implemented and applied, such as electronic invoices; health records; electronic identification and authentication; online teaching, etc.
The entire district currently has 22 online video conferencing points serving online meetings from the central level down to the provincial, district, and commune/township levels, ensuring flexibility, convenience, efficiency, and saving time and costs.
In addition, human resources serving digital transformation in the area are given attention in terms of training and development through both direct and online methods, gradually improving their skills and proficiency in data exploitation and digital technology application.
Network security and safety are ensured through the effective implementation of data security, connectivity, operation, and protection solutions for applications and databases of the province and various sectors, using a synchronized and modern system of equipment and software.
The district's electronic information and communication portal is operated and updated regularly according to regulations, promptly publishing information and online public services, contributing to increased transparency and meeting the information access needs of organizations, businesses, and citizens.
E-commerce activities in the area have developed strongly, with the number of people with e-commerce accounts constantly increasing, meeting the demand for online shopping.
85% of mini-supermarkets and retail stores use POS machines and other cashless payment devices; 68% of retail stores have QR codes to facilitate payments via internet banking; 65% of people aged 18 and over have transaction accounts at credit institutions.
100% of small and medium-sized enterprises (SMEs) in the district use electronic invoices. Businesses also actively participate in programs to disseminate knowledge about digital technology, digital economic models, and innovation on digital platforms.
Thanks to the synchronized implementation of various solutions, the district's digital transformation results in 2023 showed a spectacular breakthrough. From ranking 5th out of 9 districts and cities in 2022, Lap Thach rose to the top position in the digital transformation ranking of localities in the province in 2023 with 744.213/1,000 points, 161.8 points higher than in 2022 and 113 points higher than the maximum score of the leading locality in 2022.
All 17/17 targets and tasks of the district's digital transformation were met or exceeded the plan. In particular, the district ranked first in the entire province in 2 out of 9 sub-criteria groups: Digital Economic Activities and Digital Government Activities.
However, the digital transformation process in Lap Thach district still faces many difficulties. Although investment in information technology infrastructure has been prioritized, many pieces of equipment are now outdated and unable to meet the needs of processing work in an electronic environment. Most IT staff are part-time employees with limited skills and expertise; and the awareness of some people about the benefits of digital transformation has not yet caught up...
Building on the achievements, in the coming period, Lap Thach district will continue to promote communication, raise awareness, improve digital skills, and strengthen interaction between the government and the people and businesses.
Promote and guide citizens and businesses to continue exploiting and using online public services. Strengthen coordination in deployment and select advanced technological solutions such as cloud computing; Internet of Things; block data; automation; artificial intelligence... to centrally manage information systems and shared databases throughout the district, meeting the requirements of digital government and smart city deployment and ensuring information security.
Pay attention to and allocate budget resources promptly, and strengthen the mobilization of social resources for investment and support in the field of information technology; establish appropriate incentive mechanisms to encourage and attract human resources to serve digital transformation.
Gradually perfecting e-government, moving towards digital government, developing smart cities, digital economy, digital society, and promoting socio-economic development in the area.
