President Ho Chi Minh has raised the idea of "taking the people as the root" to a new height. The people are both the goal and the driving force of the revolutionary cause. For him, the people are both the owner and the object of leadership and service of cadres and party members. He said that "Revolution is a common matter of the people, not a matter of one or two people"; “Renovation and construction work is the responsibility of the people. The cause of resistance war and national construction is the work of the people." The revolutionary cause is initiated by the people, carried out by the people, and won by the people's efforts.

During his life of revolutionary activities, Uncle paid special attention to the close relationship between the Party and the people. He also warned of the dangers for the ruling party, including the risk of bureaucracy and alienation from the people. He considers the purity and strength of the Party as one of the factors ensuring the success of the revolutionary cause. If the Party wants to be strong, it must attach importance to and do well the work of Party building and rectification. Party building is not only the work of Party organizations at all levels and party members, but also the work of the people. The people help build the Party in many ways, such as: "Understanding the Party, supporting the Party, responding to the Party's calls, striving for the Party to understand the situation among the people, and honestly criticizing and expressing their opinions about the Party's work". Party members must rely on the people to build the Party. In order for the people to help, party members must wholeheartedly serve the people, believe in the people's forces, learn from the people, stay in close contact with the people, and never leave the people for a moment.
Applying Uncle Ho's thought in building the Party and the political system

On the other hand, the contents of that perspective are constantly being improved, more comprehensive and deeper from the doi moi practice in Vietnam. In many documents, the Party consistently affirmed the role of the people in the success or failure of the doi moi; at the same time, the goal of renovation is for the people, pointing out the outstanding lesson: "The people are the root", all "for the people, by the people", "renovation for the happiness of the people and based on the people to innovate".
The 12th Congress (December 1986, 35) - Doi Moi congress summarized four lessons learned, the first one being: "In all its activities, the Party must thoroughly grasp the ideology of "taking the people as the root", building and promoting the mastery of the working people", the basis for motivating the people. And, after more than XNUMX years of renovation, our country has won great achievements of historical significance.
Thus, throughout the process of leading the country to socialism, our Party has always consistently held the view that "the cause of renovation must be for the sake of the people", away from and against the interests of the people, innovation will fail. The opinions, aspirations and initiatives of the people arising from reality are the source of the Party's reform policy. The people are the ones who make the achievements of innovation. Innovation must be based on the people, decided by the people's hearts. The people's resources are abundant, including the people's talents, the people's strength, the people's, and the people's rights; But the biggest, most important, and most decisive resource is the people's heart, and with the people's hearts, there's the people's power.

Maintaining the close relationship of a ruling Communist Party with the people is President Ho Chi Minh's top concern. He said: Our Party is a ruling Party, but “Party cadres and government cadres are not revolutionary mandarins. Party cadres as well as government cadres, even Uncle Ho, the highest cadre, are all servants of the people, must wholeheartedly serve the people, need to be thrifty, integrity, and righteous. To do that, we must be close to the people, encourage the people, and lead the people.”
