The traditional festival on the 9th day of the first lunar month is associated with the historical and cultural relic of the Nùng Trí Cao Temple. Nùng Trí Cao was a leader of the Tay ethnic group, known for his military strategy. In 1041, he was appointed by the Lý dynasty as the Governor of Quảng Uyên, governing a vast territory and protecting the people's peace. In 1043, he was granted the title of Thái Bảo. The Nùng Trí Cao Temple in Sóc Hà commune was classified as a provincial-level historical and cultural relic in 2011.

The festival on the 9th day of the first lunar month is held annually with the meaning of preserving and promoting the cultural identity of ethnic groups, praying for favorable weather, abundant harvests, and a peaceful and happy life in the new year. It is also an opportunity for people of different ethnic groups from communes within and outside the district to interact, meet, and exchange best wishes, and serves as a source of encouragement to create a competitive spirit in labor and production, contributing to the successful achievement of socio -economic development goals and tasks in 2024.

The ceremonial part includes: offering incense, reading commemorative speeches, and recalling historical milestones. Following the ceremony, the festival features cultural and sporting activities such as: throwing the ball, blindfolded drum beating, blindfolded duck catching, grass pulling, chess, and volleyball; and cultural performances praising the Party, President Ho Chi Minh, the homeland, and folk songs reflecting the national identity. In addition, visitors can enjoy local specialties such as: roasted pork, duck pho, sesame candy, etc.
