- “Over the past period, officers and soldiers of the armed forces of Dinh Lap district have not only successfully completed their national defense and security tasks but have also been exemplary units in implementing the movement “The Army joins hands in building new rural areas”. Through this, they have contributed to strengthening the solidarity between the military and the people, maintaining political stability and social order, promoting economic and social development, and accelerating the progress of building new rural areas in the district in particular and the entire province in general.” - This is the assessment of Colonel Luong Dinh Nhac, Deputy Political Commissar of the Provincial Military Command, when commenting on the armed forces of Dinh Lap district.
Not only in Dong Thang commune, but also throughout the district, the armed forces have made many positive contributions to the New Rural Development movement. To date, all 10 communes in the district have met the New Rural Development standards, and 2 towns have met the standards of civilized urban areas.
Lieutenant Colonel Hoang Van Trung, Commander of the Dinh Lap District Military Command, stated: Identifying the implementation of the "Army's Contribution to Building New Rural Areas" emulation movement as an important political task, we annually focus on leading and directing the implementation of the movement with the highest political determination. At the same time, we conduct surveys, develop and issue specific activity plans that are closely aligned with the characteristics and situation of the locality; strengthen coordination and promote information dissemination and education, helping officers and soldiers clearly understand the purpose, meaning, and importance of the movement. As a result, officers and soldiers actively participate, contributing to the socio-economic development of the locality.
Accordingly, recognizing that in the construction of new rural areas, communes mainly face difficulties in transportation and irrigation, military agencies at all levels have developed focused and targeted plans, advising local authorities to organize officers and soldiers to contribute labor days and participate in infrastructure construction. Specifically, during training sessions, drills, and field marches, units have combined these activities with civilian outreach work, contributing to the construction of new rural areas in the locality. From 2023 to the present, the armed forces of the district have contributed more than 3,500 labor days participating in dredging and clearing over 44,600 m of canals; repairing nearly 13,000 m of water pipes; clearing more than 300 m of drainage ditches and concreting more than 20,000 m of main roads in communes and villages...
Notably, in implementing the program to support the elimination of temporary and dilapidated houses according to Resolution No. 188-NQ/TU, dated April 25, 2024, of the Provincial Party Committee, the District Military Command established 6 working groups to monitor and supervise the construction and repair of houses from the commencement to the completion of the projects. In addition, they mobilized nearly 400 man-hours of support to help households level the ground, dig foundations, and transport materials in communes and towns, contributing to the district's completion of support for 85 out of 85 houses for eligible individuals (75 new houses, 10 houses repaired).
Comrade Ha Van Sang, Team Leader of the Permanent Militia Team of Binh Xa Commune, said: "Responding to the program to support the elimination of temporary and dilapidated houses in the area, from 2024 to the present, I and my comrades in the commune's militia force have participated in assisting people in dismantling old houses, transporting materials, digging foundations, etc., totaling more than 40 man-hours. Thanks to this, we have contributed to helping 4 out of 4 disadvantaged households build new houses according to the plan."
In particular, regarding criterion number 19 on ensuring national defense and security, to date, 100% of the military command boards of communes and towns have separate offices with full equipment and warehouses; the militia force has reached a rate of over 2.5%, built to ensure the criteria of "strong and widespread"; 100% of reserve soldiers and technical equipment are registered and strictly managed; the militia force actively cooperates with the police in patrolling and controlling to ensure security and order, clearing traffic safety corridors, etc.
Through practical actions tailored to local conditions and circumstances in implementing the "Army's Contribution to Building New Rural Areas" movement, the armed forces of Dinh Lap district are increasingly affirming their role as soldiers, accompanying the Party Committee, government, and people in the area in economic and social development, strengthening national defense and security, building the district's defense zone, and strengthening the people's support for the defense posture.
Building on the achievements already made, in the coming period, the armed forces of Dinh Lap district will continue to promote the emulation movement "Armed Forces of the district joining hands to build new rural areas" through specific and practical actions. This will contribute to improving the material and spiritual lives of the people and successfully implementing the Party and State's policy on building new rural areas.
