This was confirmed by Mr. Tran Cong Thang, Chairman of the Fatherland Front Committee of Bac Giang province, in an interview with a reporter from Dai Doan Ket newspaper.

PV: The Fatherland Front of Bac Giang province has advised the Provincial Party Standing Committee on a plan to mobilize support for the construction and elimination of temporary and dilapidated houses for poor and near-poor households, as well as support for families of war veterans facing housing difficulties or whose houses are in need of repair or reconstruction in Bac Giang province. How is this plan being implemented in the province, sir?

Mr. TRAN CONG THANG: 2024 is a year of special significance, crucial for the successful implementation of the Resolutions of the Party Congresses at all levels and the Resolution of the 19th Congress of the Bac Giang Provincial Party Committee, term 2020-2025. Based on this significance, the Party Committee and the Standing Committee of the Bac Giang Provincial Fatherland Front Committee have advised the Provincial Party Standing Committee on the policy of eliminating temporary and dilapidated houses for poor and near-poor households, and supporting families of war veterans facing housing difficulties or needing repairs or reconstruction in Bac Giang province. The policy of eliminating temporary and dilapidated houses has been concretized in Resolution No. 307-NQ/TU dated December 6, 2023, of the Provincial Party Committee on leadership tasks for 2024, and Resolution No. 316-NQ/TU dated December 29, 2023, of the Provincial Party Standing Committee on approving key tasks for 2024 of the Provincial Party Committee's departments and agencies, Party Committees of the Provincial Party Committee, Party Groups and the Provincial Youth Union Standing Committee, District Party Committees, City Party Committees, and Party Committees directly under the Provincial Party Committee.

Accordingly, the Fatherland Front Committee - the Standing Agency of the Steering Committee 714 of Bac Giang province - advised on the issuance of Decision No. 370/QD-BCĐ dated February 26th by the Steering Committee on the promulgation of the Steering Committee's operating regulations; Plan No. 38/KH-BCĐ dated February 26th by the Steering Committee on the implementation of the campaign to support the construction and elimination of temporary and dilapidated houses for poor and near-poor households and support for families of meritorious people facing housing difficulties or needing repair or reconstruction in Bac Giang province; and planned to organize a launching ceremony to support the elimination of temporary and dilapidated houses for poor and near-poor households and support for families of meritorious people facing housing difficulties or needing repair or reconstruction in Bac Giang province in 2024.

According to the plan, by 2024, Bac Giang province aims to eliminate 100% of temporary and dilapidated houses, while resources are very limited. So, in your opinion, what solutions does the Bac Giang Provincial Fatherland Front have to maximize the mobilization of resources to achieve the set goals?

- According to the latest statistics, the province still has 1,595 temporary or dilapidated houses that need support or reconstruction, with a total estimated cost of approximately 160 billion VND. To ensure support for poor and near-poor households in building or repairing houses, the Fatherland Front Committees at all levels must mobilize approximately 80 billion VND and 42,000,000 man-days of labor from the armed forces in the area. Of this, the provincial level mobilized support for 50% of the funding for eliminating temporary housing in 6 localities, with varying levels of support for new construction and repairs.

Regarding the construction and repair of temporary and dilapidated houses for poor and near-poor households, the Provincial Fatherland Front Committee, in coordination with relevant departments, agencies, and member organizations, will implement a 50/50 fundraising and support method. The provincial level will mobilize support for 50% of the cost of eliminating temporary houses in 6 localities; 4 localities will proactively mobilize resources and support to eliminate 100% of temporary and dilapidated houses in their areas. District and commune levels will, based on the actual situation in their localities, organize fundraising and support in cash, labor, materials, and transportation of materials, ensuring that the supported houses meet the "three solid" criteria (solid walls, solid roofs, and roofing).

Along with advising on implementation documents, the Fatherland Front Committee and the Fundraising Committee for the Poor at all levels also closely coordinate with the government and functional agencies to advise the Party committees on policies that are relevant to the actual situation; strengthen the mobilization of support for the Fund for the Poor and mobilize resources to implement social welfare programs, focusing on building solidarity houses.

At the same time, promote the role of member organizations of the Front, guide members to implement the National Target Program on Poverty Reduction in accordance with the policies and guidelines of the Party and the State; coordinate the mobilization of support for the Fund for the Poor in each community.

Currently, the province of Bac Giang places special emphasis on caring for the poor. So, how has the "social welfare" program been implemented to become more in-depth and substantive, sir?

- With the consistent viewpoint of the Party and State that people are the center, the subject, the goal, the driving force, and the resource for development, we believe that caring for the poor is both a responsibility and an obligation. Therefore, to implement the "three safety" principle (security, social welfare, and safety), Bac Giang province has agreed on the policy that each house for poor households, near-poor households, and families of war veterans should be built not only with bricks, stones, cement, and steel, but also with the spirit of solidarity, the tradition of mutual assistance, and the feelings and hearts of the entire society. Therefore, Party committees, governments, and the Fatherland Front at all levels must pay more attention, focus on improving the quality and level of support for these households so that they have more funds and conditions to build spacious, comfortable, and warm homes.

Therefore, in 2024, the Bac Giang Provincial Party Committee issued Resolution 307-NQ/TU dated December 6, 2023, of the Provincial Party Committee on leadership tasks for 2024, which assigned the Fatherland Front to take the lead and coordinate with agencies and units to propagate and mobilize the participation of the entire political system, cadres, Party members, organizations, individuals, businesses, philanthropists, and especially the consensus of the people of all ethnic groups in the province to contribute as much effort, as quickly and effectively as possible to implement the goal of eliminating 100% of temporary and dilapidated houses for poor and near-poor households and supporting families of war veterans who are facing difficulties with housing, or whose houses are dilapidated and need repair or reconstruction, to ensure that no one is left behind.
