The process of gathering public opinion on the plan for reorganizing villages and residential areas is carried out by localities in the province through the distribution and collection of questionnaires directly at households.

The restructuring and reorganization of villages and residential areas, with their larger geographical scope, increased workload, and strong digital transformation, places new demands on grassroots officials. This requires the selection and placement of village and residential area officials who possess sufficient competence, credibility, and dedication to undertake their duties.

Lac Duong commune currently has 15 villages with 3,126 households and 14,470 inhabitants. Based on research into geographical conditions, historical formation, cultural traditions, customs, community linkages, and existing infrastructure, the commune plans to reorganize the 15 villages into 7. After the reorganization, the local administrative apparatus will be streamlined, reducing intermediate layers and saving budget. Accordingly, the number of part-time village officials will decrease from 42 to 21; the number of people directly involved in local activities will decrease from 159 to 76.

Recently, the Standing Committee of the Lam Dong Provincial Party Committee issued Regulation No. 974-QĐ/TU, which stipulates temporary standards for Party committee members, secretaries, and deputy secretaries of village and neighborhood Party branches for placement after the reorganization of villages and neighborhoods. This is an important basis for standardizing and improving the leadership capacity of grassroots Party organizations, meeting the requirements of tasks in the new period. This regulation specifies the political, ideological, ethical, lifestyle, organizational discipline, qualifications, capabilities, age, and health standards for Party committee members, secretaries, and deputy secretaries of village, hamlet, and neighborhood Party branches. It also applies to Party members nominated to participate in Party committees and to hold the positions of secretary and deputy secretary of Party branches in villages and neighborhoods after reorganization as prescribed.
