The Central Committee, the Politburo , and the National Assembly Resolution have determined the design speed for high-speed railways to be 350 km/h. Therefore, it is necessary to study and select efficient and synchronized technologies and develop regulations and standards based on those technologies.
The finalized standards must be publicly announced and applied to implementation, as well as to attract investment through various forms: public investment, public-private partnerships (PPP), and other forms of investment using legitimate capital sources. The deadline for completing the publication of regulations and standards is October 2025, which will serve as the basis for implementing the next steps of the project.
