According to the Population Law, Vietnam's Population Day is celebrated annually on December 26th. December is designated as the National Action Month on Population. The law strictly prohibits the dissemination or dissemination of information containing false or distorted content regarding the Party's guidelines and policies, and the State's laws and regulations on population; and hindering the dissemination of information, education , and counseling on population, family planning, and access to population services.

Sex selection of unborn children is strictly prohibited.
The Population Law strictly prohibits sex selection of fetuses in any form; notification or disclosure of fetal sex, except in cases stipulated by the Minister of Health for the purpose of diagnosing and treating sex-related diseases; forced childbirth or non-childbearing; discrimination in access to population services; and human cloning.
According to the law, priority should be given to communicating, mobilizing, and educating relevant population-related content to the following groups: minors; people of reproductive age; the elderly; migrants, people with disabilities, people at high risk of infectious diseases; ethnic minorities, especially very small ethnic minorities; and employers.

Each individual and couple decides on the timing of childbirth, the number of children, and the spacing between births, in accordance with their age, health status, educational and work conditions, income, and child-rearing capabilities, on an equal basis; protecting health, implementing measures to prevent reproductive tract infections, sexually transmitted diseases, HIV/AIDS, and other measures related to reproductive health care.
Measures to maintain the replacement fertility rate include: maternity leave for female workers for a second child is 7 months, and for male workers is 10 working days when their wives give birth; financial support for childbirth for women from very small ethnic minority groups; financial support for childbirth for women in provinces and cities with birth rates below the replacement level; financial support for childbirth for women who have two children before the age of 35; priority for purchasing, renting, or leasing social housing as prescribed by housing law for people with two or more children; and other measures as decided by the Government.
The law encourages the inclusion of content that does not favor males over females and does not allow sex selection at birth into community customs and conventions. In addition, it suspends the practice of medical examination and treatment for those who disclose or reveal the sex of the fetus in order to induce abortion.
Shifting the focus of population policy from family planning to population and development.
According to the Ministry of Health (the lead agency in drafting the law), this draft Population Law marks a fundamental change, shifting the focus of population policy from family planning to population and development. These changes are reflected in the comprehensive resolution of issues related to population size, structure, adaptation to population aging, and improving population quality in relation to socio-economic development.
Firstly, regarding the scope of the law: To accurately reflect the nature of the law on population, the draft has been reviewed and supplemented with provisions related to the definition of terms. The Government has incorporated the opinions of delegates, focusing on regulations concerning maintaining replacement fertility rates, minimizing gender imbalance at birth, adapting to population aging, improving population quality, population communication, advocacy, and education, and the conditions for ensuring the implementation of population work.
Secondly, regarding the State's population policy: The Government has incorporated and refined the draft, adding Article 7, "State Policy on Population." These are principled regulations, providing general guidance, reflecting a comprehensive set of policies that closely adhere to the Party and State's guidelines. In addition, the draft also stipulates maintaining replacement fertility levels, adapting to population aging, improving population quality, adopting a life-cycle approach, and ensuring long-term, fundamental, and feasible measures based on practical assessments and international experience.

Vietnam encourages US businesses to expand investment in high technology.On the morning of June 26th, at the Government Headquarters, Deputy Prime Minister Ho Quoc Dung received Mr. Jeff Place, Supply Chain Director of Coherent Group (USA). Thirdly, regarding policies to maintain replacement fertility rates: The draft has added Clause 4 to Article 7, stipulating a comprehensive policy framework encompassing education, healthcare, housing, and other policies aimed at increasing the birth rate and achieving sustainable replacement fertility. Support during maternity leave and financial assistance for childbirth are categorized by target groups and localities; priority is given to renting, purchasing, and lease-purchasing social housing in accordance with housing laws.
Fourth, regarding policies for adapting to population aging: The draft has revised and supplemented regulations on proactive measures for old age, such as preparing for health, finances, and psychology; participating in social insurance and health insurance; learning to improve knowledge and skills to maintain physical and mental health and social functioning; and participating in activities supporting the care of the elderly.
