The consolidation of administrative boundaries according to Resolution No. 60-NQ/TW of the Central Committee is not merely a mechanical process, but a turning point for Can Tho City to possess a sufficiently large scale, thoroughly resolving the long-standing problem of dispersed resources that has been a "bottleneck" for the locality and the region. With the mindset of "one entity for development," the city is redefining its position as a coordinating hub.
The three major resolutions of the Politburo – on science and technology (S&T), private sector development, and international integration – are three strategic currents converging simultaneously in Can Tho City. Prime Minister Pham Minh Chinh has entrusted the city with the crucial responsibility: “Can Tho City’s economic growth must lead the entire Mekong Delta.” This mission demands that the city find solutions to ensure these “currents” meet at the right time. Previously, each locality operated independently, producing localized results. In this new context, S&T must be viewed as an inseparable whole. S&T is no longer a matter of laboratory work but is directly linked to productivity. The private sector becomes the central force in implementing policies into production. International integration is measured by the ability to attract global capital and green technologies. This convergence creates a new energy source: knowledge linked to the market, internal strength linked to integration, and growth linked to sustainability.

Above all, Can Tho's strength in the 2025-2030 term is concentrated in three strategic breakthroughs: Strongly reforming personnel management; developing science and technology and innovation; and completing a synchronized transportation and digital infrastructure. National Assembly Chairman Tran Thanh Man instructed the city to focus its utmost efforts on transforming special mechanisms into practical resources to contribute to the nation's prosperity. With the mindset of "Can Tho for the whole country, together with the whole country," the city is shifting from simply receiving to jointly creating value with global partners.
The aspiration for Can Tho – an integrated, innovative, and sustainable city – is not a distant dream merely expressed in reports. It is nurtured daily through concrete, tangible achievements. This includes the image of a rapidly developing high-tech center, where young engineers are working day and night to realize the goal of transforming Can Tho into the "data heart" of the Mekong Delta, with a data center cluster reaching 50MW by 2030. It also includes Can Tho International Airport, increasingly bustling with flights connecting trade, bringing foreign friends and investors to this dynamic, potential-rich, and hospitable land...
The most important factor contributing to the city's vitality is the widespread aspiration for progress across all social strata. We see this "spirit" in farmers who are willing to abandon old practices to experiment with new rice varieties that meet the stringent standards of Europe. Like engineer Ho Quang Cua, the father of ST25 rice – who passionately shared his arduous 20-year journey to bring Vietnamese rice to the world stage – his greatest aspiration is a national rice brand that is protected and sustainably developed. Expanded Can Tho is the ideal place for such dreams to take root and flourish.
In addition, there are local businesses that are not hesitant to invest in modern technology to build a "green competitive advantage." Or talented young people who choose Can Tho as their startup base instead of moving to larger cities like Ho Chi Minh City or Hanoi. It is this desire to share, to be supported, and to receive encouragement from all sectors of society that is the most important "source" enabling Can Tho to go far.
Resilience in the face of challenges and a vision for the future.
It must also be frankly acknowledged that the road ahead is not smooth. Expanding Can Tho is facing intense competition and the risk of falling behind if it lacks the determination to innovate. The three strategic drivers – science and technology, private sector economy, and international integration – if not connected into a unified ecosystem, will easily fall into a fragmented and scattered state. This challenge is a test of the resilience of the people of Can Tho: do we have enough perseverance and breakthroughs to transform this administrative "confluence" into a "take-off" for the entire region?
From a planning perspective, experts emphasize that the expansion of Can Tho cannot be achieved through "spontaneous leaps." The city must be based on a long-term strategic framework, where every decision is considered within the overall context of the region and the future of the delta. According to planning consultants, Can Tho needs a clearly defined spatial allocation: a core service and knowledge center in the urban core; a logistics and industrial center in the Hau Giang - O Mon area; and a marine economic and energy center in the Soc Trang area.

In particular, Can Tho City's goal of becoming a leading ecological, civilized, and modern city in Asia by 2050 requires a consistent spirit: development must be in harmony with nature. Experts from the Vietnam Urban Planning and Development Association warn that the city must resolutely preserve green spaces, waterways, and agricultural buffer zones to adapt to climate change. This is the foundation for building a truly livable city, where people not only enjoy the conveniences of technology but are also surrounded by the gentle beauty of the Hau River.
The belief in Can Tho's bright future stems not only from resolutions, but also from the unity of the political system, the people, and businesses. When the government maintains its leading role as the "three pillars," when the business community considers innovation as the lifeline, and when science and technology become the heartbeat of every industry, Can Tho will not only achieve breakthroughs for itself but also propel the entire Mekong Delta forward.
From the confluence of three major currents, a powerful source of aspiration is being unleashed. This convergence creates a new value: a source of knowledge linked to the market, of integration linked to internal strength, and of growth linked to sustainability. If this aspiration continues to be nurtured persistently with strategic thinking and the hearts of people who love their homeland, Can Tho can absolutely rise to become a new symbol of development in the Southwestern region of Vietnam, contributing to the realization of the aspiration for a strong and prosperous Vietnam.
The Spring of the Year of the Horse is approaching, bringing with it the breath of the digital age and the pulse of change. Three currents have converged, and the wellspring of aspiration has been unleashed. Can Tho is ready for a new cycle of development, stronger and more radiant than ever before.
