Recently, Thanh Mien has been a prime example in Hai Duong province for handling traffic violations through the "cold penalty" method.

Maintaining the system of "on-the-spot fines" has contributed to ensuring traffic safety in Thanh Mien district.

On September 20th, on Provincial Road 392 in Lam Son commune (Thanh Mien district), three teenagers, Dang Ngoc T. (born in 2008), Tran Dinh H. (born in 2007), and Tang Minh T. (born in 2009), all residing in Thanh Mien town, were riding motorcycles without license plates and without helmets. They thought no one was paying attention, but their traffic violations were recorded by security cameras. When police officers summoned them for questioning and showed them the clear footage, the teenagers were startled, admitted their wrongdoing, and accepted the penalty.

Earlier, Mr. Ngo Xuan Manh from Thuy Nguyen district ( Hai Phong ) was driving his car, license plate 15K-224.66, on Nguyen Luong Bang road towards the roundabout in the center of Thanh Mien town. Because he was from out of town and unfamiliar with the roads, Mr. Manh unintentionally drove against the traffic on a section of road marked with a "no entry" sign. His violation was quickly detected by the security camera system. After receiving the notification, Mr. Manh went to the Thanh Mien District Police station and was fined 5 million VND and had his driver's license revoked for 3 months.

The above are just four of many traffic violations in Thanh Mien district detected and processed by the security camera system. This method not only brings high efficiency in ensuring traffic safety and order but also has a great effect in raising public awareness when going out on the road. In addition, "on-the-spot fines" increase transparency in the process of handling traffic violations and limit cases of deliberate resistance...

According to Lieutenant Colonel Nguyen Ngoc Hoan, Deputy Head of Thanh Mien District Police, in 2020, Thanh Mien district invested nearly 7 billion VND in installing 65 security cameras at 19 important locations in the area. This system includes: 23 analytical cameras, 26 fixed cameras, and 16 room cameras. In addition to security monitoring, the district police have utilized the camera system to detect and handle traffic violations. Although there is no specialized traffic camera system, with determination to overcome difficulties, the district police have flexibly used the security camera system in handling violations related to traffic safety and order. This is a factor that helps the district police reduce the pressure on personnel while still ensuring the early detection and handling of traffic violations.

Since the beginning of the year, the traffic police force of Thanh Mien district has detected and handled 149 traffic violations through images and videos, an increase of 107 cases compared to the same period last year. The cases resulting from these "cold" penalties mainly involved violations such as: not wearing helmets, speeding, failing to obey traffic signals, and improper parking. Thanh Mien is also a typical locality in the province for implementing "cold" penalties for traffic violations.

On the afternoon of August 1st, Ms. Nguyen Thi Hien from Ngo Quyen commune was driving a motorbike carrying four young children on district road 195. Not only was she carrying more passengers than permitted, but all five were not wearing helmets. Ms. Hien's violation was recorded by bystanders and sent to the authorities. At the police station, Ms. Hien explained that because the distance was short, she carelessly carried too many people and didn't put helmets on the children. After the meeting, she acknowledged that as an adult, she had not set a good example for the children and had not foreseen the inherent dangers of traveling on the road. Ms. Hien pledged not to repeat the offense and would actively encourage her relatives to strictly comply with the Road Traffic Law.

Over the years, Pham Kha commune has consistently been a shining example in Thanh Mien district's "All People Protect National Security" movement. Models such as the "Complaint Box," "Self-Governing Neighborhoods," and "Safe Schools" have been quite effective in helping residents comply with regulations, contributing positively to maintaining security, order, and traffic safety in the area. Despite lacking financial support, the members work enthusiastically and responsibly, providing valuable information to the commune's police force.

According to the Head of the Pham Kha Commune Police, Nguyen Van Dung, the local people and members participating in the security and order model always serve as an extension of the police force in ensuring security, order, and traffic safety in the locality. Since the beginning of the year, the unit has received dozens of reports with images and videos from citizens about traffic violations. In particular, the commune police, in coordination with the District Traffic Police and Order Team, have verified and penalized 15 cases with a total fine of 7.5 million VND. Thanks to these quality reports, the number of traffic violations by residents in the area has decreased significantly.

According to a report from the Traffic Police and Public Order Team of Thanh Mien District, out of 149 cases of traffic violations "issued remotely" by the district's traffic police, 70% were processed thanks to images and videos provided by citizens. Mr. Vu Xuan Thuy from Thanh Mien town is one of the exemplary citizens who provided images and videos of traffic violations to the authorities. Having been a victim of a traffic accident himself, he is very aware of the dangers of violating traffic laws.

"I agree with the implementation of issuing fines for traffic violations based on camera footage and video clips provided by citizens. This measure is an effective tool to prevent evasive behavior when traffic police are not present, contributing to raising public awareness of the importance of strictly complying with the law. I myself regularly provide images of traffic violations to the authorities for verification and processing," Mr. Thuy said .

Although the "on-the-spot" traffic violation penalty system offers many benefits, it also faces several obstacles. According to the head of the Traffic Police and Order Team, An Van Thuan, Thanh Mien district is utilizing a security camera surveillance system to issue "on-the-spot" fines for traffic violations. However, because it's not a specialized system, image quality is heavily dependent on weather conditions and nighttime, making it difficult to process violations. Maintenance of the surveillance equipment is not regular, leading to malfunctions and transmission interruptions that affect the monitoring process. A further difficulty is that many vehicle owners are uncooperative when fined. This is due to the widespread practice of buying and selling vehicles without transferring ownership, especially motorcycles and electric scooters. Some vehicle owners have changed their residential address without reporting it, or are using fake or faded license plates, making the processing of these violations very time-consuming and laborious.

Issuing violation reports for certain offenses that require license revocation and vehicle impoundment becomes even more difficult when the offenders are from outside the province. The legal framework for penalties is incomplete, and some provisions of the Law on Handling Administrative Violations regarding the transfer of penalty decisions and penalties via bank accounts are not specific or clear. Many cases of violations, when publicly announced in the media, have led to insults and abusive language directed at law enforcement. Recently, the district police issued violation reports against two individuals in Pham Kha commune for insulting police officers on Facebook.

"Despite facing many difficulties, the Thanh Mien District Police are determined to maintain the system of issuing fines based on photographic evidence to increase deterrence against violations. At the same time, it aims to raise public awareness of the importance of strictly adhering to legal regulations," affirmed Nguyen Ngoc Hoan, Deputy Head of the Thanh Mien District Police.
