Waiving tuition fees from preschool to high school not only reduces the financial burden on people but is also a strategic step towards developing high-quality human resources for the country, making a significant contribution to Vietnam's competitiveness in the future.

Addressing many negative aspects in education.

For many years, the cost of education has been a major concern for families, especially those facing financial difficulties.

According to statistics, each year there are approximately 23.2 million preschool and primary and secondary school students nationwide (not including students attending vocational and continuing education centers).

According to current regulations, preschool tuition fees range from 50,000 to 540,000 VND per month; primary and secondary school tuition fees range from 50,000 to 650,000 VND, depending on the grade level, urban or rural area, ethnic minority group, and mountainous region.

The specific tuition fees for each locality are decided by the People's Council and are within the framework set by the Government .


Following the Politburo's decision to completely waive tuition fees for students from preschool (4-5 years old) to the end of public high school nationwide starting from the 2025-2026 school year, Dr. Vu Thu Huong, an education expert and former lecturer at Hanoi Pedagogical University, affirmed that this policy has great significance for Vietnamese education.

"The tuition fees that families would otherwise have to pay would be invested by parents in other activities to equip and develop their children's skills, giving them more opportunities and conditions for more comprehensive development," said Dr. Vu Thu Huong.

Dr. Vu Thu Huong believes that the tuition-free policy will also force private schools to reconsider their organizational methods and quality standards. "In my opinion, tuition-free education will create competition between public and private schools. When tuition is free, public schools will attract more students. Therefore, private schools will have to find ways to improve quality and create a better environment for students. Public schools will also have to organize more activities to help students develop comprehensively."

Emphasizing the significance of the tuition-free policy, Dr. Vu Thu Huong argued that this would bring education back to its true meaning. "Education is not a service. Separating economics from educational activities allows schools to return to their original values. Teachers and schools must consider all aspects based on the most important value for students. Parents must be concerned about the benefits of all activities for their children. They shouldn't be considering what they will get back from their investment. That is the immense value that the tuition-free policy brings, capable of changing the entire image of current education and even resolving many negative aspects in education."

Developing high-quality human resources.

In every family, investing in their children's education is one of the top priorities. Every parent wants their child to have the best opportunities to develop and succeed. However, the fact that education expenses account for a large portion of total income has become a burden for the majority of families in Vietnam today, especially young families.

Ms. Nguyen Thi Thu Thuy (National Assembly Delegation of Binh Dinh Province) stated that the tuition fee exemption significantly reduces education costs for families, especially those with low incomes or multiple children attending school. "When tuition fees are completely waived, every child, whether in urban or rural areas, from rich or poor families, will have the opportunity to access a quality education. This helps ensure social equity, creating a foundation for each individual to maximize their potential and contribute to the overall development of the country. Thus, tuition waiver will promote equality, narrow the gap between regions, reduce the risk of inequality in access to education, and shorten the gender gap in remote areas where many disadvantaged families often choose to send their sons to school because of the belief that girls don't need much education... When children in disadvantaged areas have equal educational opportunities with children in cities, their chances of advancement will be greater, contributing to building a just and sustainable society."
