Resolution No. 66.18/2026 stipulates that no fees shall be charged for the assessment, issuance, amendment, or renewal of certificates of registration for multi-level marketing activities.

According to information from the National Competition Commission ( Ministry of Industry and Trade ), from July 1, 2026, businesses applying for, amending, or renewing multi-level marketing registration certificates at the Ministry of Industry and Trade will no longer have to pay assessment fees for such applications.

This is one of the measures to simplify administrative procedures in the field of multi-level marketing management, as stipulated in Government Resolution No. 66.18/2026 dated May 18, 2026, on decentralization, reduction, and simplification of administrative procedures and business conditions, effective from July 1, 2026, to March 1, 2027.

The waiver of assessment fees for issuing, amending, and renewing certificates of registration for multi-level marketing activities contributes to reducing administrative compliance costs and facilitates businesses in carrying out administrative procedures related to multi-level marketing.

To implement Resolution 66.18/NQ-CP, dated May 29, 2026, the Ministry of Industry and Trade issued Decision No. 1298/QD-BCT announcing the administrative procedures that have been amended, supplemented, and abolished in the field of managing multi-level marketing activities within the scope of the Ministry of Industry and Trade's management functions, which eliminates the step of paying the appraisal fee for granting, amending, supplementing, and renewing the certificate of registration for multi-level marketing activities.
