 - Sir, what is the significance of Decision No. 606/QD-TTg of the Prime Minister approving the General Urban Planning Task for Quang Ninh province in relation to the province's development orientation in the coming period? Decision No. 606/QD-TTg is of particular importance, serving as the legal basis for Quang Ninh province to organize the preparation of the province-wide urban master plan with a long-term vision to 2050 and orientation to 2075. This plan not only concretizes the orientations of national and regional plans, but also opens up new development space for the province following the model of a coastal, border, and heritage urban area. Through this planning, Quang Ninh will comprehensively restructure its development space, rationally organizing urban, industrial, service, tourism , and rural areas; and simultaneously develop a synchronous and modern system of technical and social infrastructure. This is an important foundation for the province to realize its goal of becoming a centrally-governed city and a dynamic growth pole in the northern region. - To effectively implement this Decision, what key tasks and solutions will the Quang Ninh Department of Construction focus on, sir? Immediately after the Decision is issued, the Department of Construction will advise the Provincial People's Committee to implement the preparation of the Quang Ninh urban master plan, ensuring progress and quality according to regulations, within a timeframe of no more than 15 months. During the implementation process, we identified several key tasks, including: organizing the review, updating, and integration of relevant plans; mobilizing the participation of experts and competent consulting units; and ensuring close coordination among departments, agencies, and localities in the province. At the same time, the planning process will adhere to the principles of green, smart, and sustainable development; focusing on effectively exploiting the advantages of the sea, borders, and heritage; linking economic development with environmental protection, climate change adaptation, and ensuring national defense and security. In addition, the Department will advise on strengthening the process of gathering feedback from the community and businesses, ensuring feasibility and high consensus when implementing the plan. - In your opinion, what key highlights in the planning will create new impetus for Quang Ninh's development in the coming period? This planning document has many important highlights, most notably the spatial development orientation along dynamic axes, especially the coastal axis and the eastern economic corridor, linked to urban systems, economic zones, industrial parks, and service and tourism centers.
