Superyachts like Celebrity Solstice and Le Lapérouse carry high-profile guests, primarily from European and American countries.

Not only in Ha Long, but many other areas such as Hue , Quy Nhon, and Ba Ria - Vung Tau have also continuously welcomed many international cruise ships and thousands of tourists in recent times.

According to statistics from the Vietnam Maritime Administration, in 2024, the number of passengers passing through Vietnamese seaports reached over 7.7 million, an increase of 7% compared to the same period in 2023.

With over 500 cruise ship arrivals annually in the Asian region, Vietnam ranks among the countries with the highest number of cruise ship landings, alongside Japan, China, South Korea, Thailand, and Malaysia.

The operation of these vessels is mainly concentrated in localities with significant potential advantages in terms of coastal and riverine areas, such as Hai Phong, Quang Ninh, Da Nang, Khanh Hoa, and Ho Chi Minh City…

According to the Vietnam Maritime Administration, several cities have established offices of yacht consulting companies and yacht brands in Vietnam. In addition, some individuals and entities are engaged in the business, distribution, purchase, operation, and use of yachts for personal purposes, recreation, entertainment, and sports.

To date, more than 200 imported vessels have been brought in and are operating in Vietnam, similar to the private yacht model worldwide. This necessitates increasingly professional and systematic management of yacht operations.

There is no dedicated port yet.

With many years of experience in the yachting industry, Mr. Pham Ha, CEO of LuxGroup, affirms that yachting is a growing trend, not only for large passenger yachts but also for private yachts.

Moreover, Vietnam has many high-quality shipyards capable of building beautiful yachts. However, the definition of a yacht in Vietnam is currently unclear.

Yachting activities in Vietnam are often understood in a broad sense, encompassing international passenger ships, private yachts, and yachts offering sightseeing, dining, and accommodation in bays. Therefore, regulations also have shortcomings in terms of management and registration.

In some countries, cruise ships or inland waterway vessels carrying tourists are clearly defined for easier management. Furthermore, cruise ship passengers are primarily high-end travelers, requiring specially designed and well-equipped ports and docks. However, Vietnam currently lacks many dedicated marinas for cruise ships.

According to Mr. Ha, many coastal tourism development areas such as Cat Ba (Hai Phong), Da Nang, etc., do not yet have dedicated marinas. Most of the current marinas for yachts are dual-use ports (handling both passenger and cargo ships), so they often look messy and unsightly.

According to a representative from the Vietnam Maritime Administration, Vietnam has not yet fully developed a system of legal regulations related to the management and operation of yachts.

Vehicles can be registered to operate under various categories such as seagoing vessels, inland waterway vessels, yachts, and water-based recreational vehicles.

Developing yachting combined with tourism.

According to an investigation by reporters from Giao Thong Newspaper, the Ministry of Transport has just approved the "Yacht Management Project". The project clearly outlines many difficulties and obstacles in the management and operation of yachts.

For example, the operating area of ​​yachts is restricted when registered as inland waterway vessels or vessels for water-based recreational activities. Regulations regarding the number and requirements for crew members are also not suitable for the transport capacity and nature of yacht operations.

Furthermore, port entry and exit procedures are currently applied according to the procedures of regular passenger ships and boats. This limits the time and space available for yachting. In addition, there are currently no regulations regarding mooring areas suitable for the nature and design of yachts (small size, limited draft).

In order to create momentum for the development of commercial, service, and industrial activities related to yachts, the project puts forward several proposals.

Notably, the pilot study on yacht management in Vietnam focuses on several key areas with potential for marine tourism development and suitable infrastructure, targeting international tourists. Simultaneously, it promotes yachting development in conjunction with community-based tourism and ecotourism activities.
