According to initial information, at approximately 9:30 AM on the same day, the Vinh Hau Border Guard Station ( thuộc Cai Cung Border Guard Post) received a report from Mr. Tran Minh Vuong (residing in Vinh Hau commune) about the discovery of a foreign-flagged yacht in trouble near wind turbine tower number 6, belonging to the Hoa Binh 1 Wind Power Project, about 2.5 km from the shore. Three foreign crew members were on board and were signaling for help.

Immediately after receiving the information, the border guards, in coordination with Mr. Vuong, brought a person ashore for questioning. This person identified himself as Francis P. Lonto (44 years old, Philippine nationality), the captain of the yacht.

According to Francis P. Lonto, the yacht, owned by Vo Huy Cuong (43 years old, residing in Dong Nai province), departed from Ocean Marina Pattaya (Thailand) and was en route to Taiwan for sale. The yacht only contained personal belongings and was not carrying any cargo.
On the morning of August 31st, the yacht unexpectedly suffered engine failure and became inoperable. The captain had to hoist the sails and head towards shore, where he was spotted by Mr. Vuong, who assisted in notifying the authorities.
