According to initial information, at around 9:30 a.m. the same day, Vinh Hau Border Control Station (under Cai Cung Border Post) received a report from Mr. Tran Minh Vuong (residing in Vinh Hau commune) about discovering a foreign yacht having an accident near wind turbine No. 6, belonging to Hoa Binh 1 Wind Power Project, about 2.5 km from shore. On board were three foreign crew members signaling for help.

Immediately after receiving the information, the border guards coordinated with Mr. Vuong to bring a person ashore for questioning. This person stated his name as Fracis P. Lonto (44 years old, Filipino nationality), the captain of the yacht.

According to Mr. Fracis P. Lonto, the yacht owned by Mr. Vo Huy Cuong (43 years old, residing in Dong Nai province), departed from Ocean Marina Pattaya (Thailand), on a journey to Taiwan to sell the vehicle. On board were only personal belongings, no cargo.
On the morning of August 31, the yacht suddenly had an engine failure and could not operate. The captain had to set sail towards shore and was discovered by Mr. Vuong, who assisted in notifying the authorities.
