Providing support for regular health check-ups for the people.
Resolution No. 14/2026/NQ-HĐND of the Hanoi City People's Council aims to implement Clause 1, Article 17 of the 2026 Law on the Capital City, effective from July 1, 2026. The resolution stipulates: Support from the city budget to cover medical examination and treatment costs outside the scope of the Health Insurance Fund; mobile, remote, and digital technology- based medical examination and treatment services; the price of out-of-hospital emergency services and the co-payment rate for patients using out-of-hospital emergency services as a basis for payment support; and a mechanism to support annual free health check-ups or screenings for residents in Hanoi.
Thus, for the first time, Hanoi is using the city's budget to support free annual health check-ups or screenings for residents who have been residing or temporarily residing in the city for 12 months or more. Accordingly, residents will receive health check-up support based on age groups; and will be screened for many non-communicable diseases and common cancers such as breast cancer, cervical cancer, colorectal cancer, prostate cancer, and oral cancer.
Notably, the Resolution stipulates that the People's Committee of Hanoi City is responsible for organizing the implementation of Resolution No. 14/2026/NQ-HĐND; directing the effective dissemination of information about social welfare support policies for the people of Hanoi; ensuring that the implementation process is carried out correctly, in accordance with regulations, openly and transparently, avoiding any potential negative consequences; and directing relevant specialized agencies and units to develop plans for implementing social welfare support policies for the people of Hanoi...
These new policies aim to concretize the 2026 Capital City Law, expand the social security network, improve the quality of healthcare, and strengthen support for people facing life's risks, contributing to building a modern, humane capital city where no one is left behind.
Contributing to strengthening preventive healthcare capacity.
Regarding the development of the healthcare and social security system (Article 17), the 2026 Law on the Capital City has new points compared to the 2024 Law on the Capital City. Lawyer Nguyen Trung Tiep, from the Hanoi Bar Association, stated that Clause 2, Article 17 of the 2026 Law on the Capital City contains many new regulations, such as: The Chairman of the People's Committee of Hanoi has the authority to decide whether to allow medical examination and treatment facilities under the city's professional management to apply special techniques; and to recognize practice licenses issued by competent foreign agencies and organizations to grant licenses for medical examination and treatment in Vietnam.

In addition, Resolution No. 02-NQ/TW on building and developing the Capital in the new era also affirms: Developing modern healthcare services; encouraging the development of high-quality private healthcare; developing high-tech and specialized healthcare; promoting digital transformation in healthcare, managing people's health using digital data; promoting the development of tourism, healthcare, the "silver economy," and integrated healthcare complexes for the elderly; developing an inclusive social security system, ensuring that all citizens have access to basic services.” "High quality. These are important and direct political foundations for building specific policies and solutions to develop an advanced and modern healthcare and social security system in the capital city in the new period, and the Capital City Law of 2026 has provisions to institutionalize this policy," lawyer Nguyen Trung Tiep stated.
Many experts believe that a new feature of the 2026 Law on the Capital City is that it empowers the city to regulate the mechanisms and policies for supporting the capital's healthcare activities and the pre-hospital emergency medical system (point d, Clause 1, Article 17). The city is authorized to issue policies supporting healthcare activities at all levels within the city, including participation in supporting the capital's healthcare activities, the pre-hospital emergency medical system, and medical transport by healthcare facilities in Hanoi. This is a provision added to the 2026 Law on the Capital City.
Thus, according to this regulation, the city can mobilize the entire healthcare system in the area, including central medical facilities, to ensure health safety, especially given the characteristics of the capital city such as high population density and the ever-present risk of epidemics, accidents, and major incidents. This regulation also contributes to strengthening preventive healthcare capacity, reducing the burden on higher-level facilities, improving the ability to respond to emergencies, and ensuring that all residents of the capital city have timely and safe access to emergency medical services and transportation.
