After completing his 6-year and 10-month prison sentence and returning to his hometown, Mr. Tran Huu Tinh, in Quarter 2, Ward 1, Quang Tri town, was determined to rebuild his life. From the initial 80 million VND lent by the town's Social Policy Bank Transaction Office, Mr. Tinh renovated the land and bought seedlings to develop a forestation model.
Thanks to proper care, his nearly 2 hectares of cajuput forest are growing well and are expected to be harvested in the next 3 years. In addition, Mr. Tinh also works as an assistant at a mechanical workshop near his home to earn extra income to cover his living expenses and pay interest on time to the bank.
Mr. Tinh shared: “The support and companionship of the local government and the Social Policy Bank far exceeded my expectations. In particular, the staff of the Social Policy Bank Transaction Office of the town, the Ward Veterans Association and the Neighborhood Savings and Loan Group have promoted, guided the procedures, and supported me in accessing preferential loans for people who have completed their prison sentences so that I have more conditions to develop economic models. I am always grateful for that and feel that I am not alone, not left behind after making mistakes.”
Similarly, for Ms. NTHP, in Quarter 1, Ward 2, the anxiety and fear of not knowing how to start over after completing her prison sentence and returning to her hometown were eliminated thanks to the encouragement of her family and the companionship and support of the Quarterly Savings and Loan Group. Through the propaganda and guidance of the Quarterly Savings and Loan Group, Ms. P. was able to access preferential capital of 100 million VND from the Transaction Office of the Social Policy Bank of Quang Tri town to develop her family's economy and stabilize her life.
Thanks to her perseverance, hard work and determination to stand up from her failures to rebuild her life, Ms. P. researched, learned and opened a small stall near her house to sell fast food, from which she developed many new dishes to serve customers seasonally.
In addition, from the preferential loan capital of the Social Policy Bank, Ms. P. also imported many types of candy, cakes, and soft drinks to distribute wholesale and retail to restaurants and grocery stores in and outside the town. “When I had just finished serving my prison sentence, I felt very self-conscious and stuck because I had no capital and no job.
However, thanks to the encouragement of my family, the connection of information, and timely capital support from the Neighborhood Savings and Loan Group and the Social Policy Bank Transaction Office, I was given the motivation and confidence to overcome that difficult period, confidently start a business, and rebuild my life. Currently, my customer base is very stable, with an average family income of 15 - 20 million VND/month," Ms. P. confided.
Decision No. 22 of the Prime Minister , effective from October 10, 2023, is a humane policy, opening up opportunities for reintegration into the community for those who have made mistakes, helping them stabilize their lives and develop their family economy.
With the consistent goal of supporting people who have completed their prison sentences in the locality to access credit capital, not allowing loans to the wrong subjects and also not allowing any cases where the right subjects, qualified and in need, are not able to borrow capital from the program, after more than 1 year of implementation, up to now, the Transaction Office of the People's Credit Fund of Quang Tri town has provided loans to 10 people who have completed their prison sentences with the amount of 840 million VND. Through monitoring and supervision, all households have used the loan capital for the right purpose, effectively and paid interest on time.
Director of the Social Policy Bank Transaction Office of Quang Tri town Le Hai Ha informed: “To implement Decision No. 22 of the Prime Minister in the locality, recently, the Social Policy Bank Transaction Office of Quang Tri town has advised the town People's Committee to develop a credit plan, and at the same time coordinated with the police force, People's Committees of communes and wards to disseminate policies and preferential loans so that people can grasp and have the opportunity to access.
Through inspection and monitoring, the initial policy capital source has really been effective, helping subjects who have completed their prison sentences to reform and develop their family economy... In addition, the Transaction Office of the Social Policy Bank of the town also actively coordinates with enterprises, production and business establishments to survey career and employment needs to support and advise subjects who have completed their prison sentences to have stable jobs, quickly integrate into the community, thereby reducing the risk of recidivism".
For most people who have completed their prison sentences, reintegration into the community is not easy because they often have no jobs or capital for production and business. Therefore, the urgent disbursement of preferential loans under Decision No. 22 of the Prime Minister will significantly contribute to helping people who have completed their prison sentences stabilize their lives, not re-offend, and contribute to ensuring security and order in the locality.
