
Many noticeable improvements
According to Ms. Bui Ngoc Nhu Nguyet, Deputy Director of the Institute for Economic and Social Development Research of Da Nang City (Department of Finance), among the 9 component indicators of the PCI in 2025, Da Nang ranks first in the "Market Entry" index, with a difference of 1.63 points compared to the national median and 3.42 points compared to the lowest-scoring province nationwide.
This shows that the "Market Entry" index has a fairly large score difference between localities (second only to the "Proactive Government" index). Compared to Da Nang city and Quang Nam province previously, this score has improved significantly.
According to the PCI 2025 report, the city's business community and household businesses have a much more positive assessment of the results of implementing solutions to simplify business registration procedures, conditional business licensing, and the cost of entering the common market for businesses and household businesses in the area.

In addition, Da Nang was ranked among the top in the component indicators of "Information transparency," "Fair competition," "Cost of complying with administrative procedures," and "Legal institutions."
According to statistics from Da Nang Statistics, from the beginning of the year to May 20, 2026, the city issued new business registration certificates to 2,879 enterprises and 286 branches and representative offices, with a total registered charter capital of nearly 16,189 billion VND. Compared to the same period last year, the number of newly established enterprises increased by 40.4%, while the total registered capital increased by 88%. This growth occurred amidst the continued recovery of production, trade, and service activities, creating favorable conditions for businesses to expand investment and enter the market.
Along with the trend of new business formations, activity returning to the market also maintains positive signals.
As of May 20th, 1,426 businesses, branches, and representative offices had resumed operations, a 2.8% increase compared to the same period last year. Many businesses, after a period of downsizing or temporary suspension, have gradually restructured and resumed production and business activities as the market presented additional growth opportunities.

From “joining” to “operating”
These figures demonstrate continued market confidence. Mr. Mai Minh Vuong, Chairman of the Da Nang Young Entrepreneurs Association, noted that Da Nang's leading position nationwide in the "Market Entry" index closely reflects the city's recent improvements in its investment and business environment.
For businesses, especially small and medium-sized enterprises (SMEs), young businesses, and startups, the initial investment, establishment, or expansion phase is always a crucial time. If initial procedures are smooth, processing times are fast, information is clear, and support is provided effectively, businesses will gain more confidence to implement their business plans.
From the perspective of feedback from member businesses, procedures related to business registration, changes to business registration details, access to initial information, online declaration, and the performance of certain administrative procedures have become more convenient than before.
Businesses acknowledge the positive changes in the way the city government and its departments and agencies operate, especially the spirit of administrative reform, increased application of technology, transparency of procedures, shortened processing times, and reduced in-person travel. These are very practical factors, because for businesses, compliance costs are not only financial but also include time, human resources, and business opportunities.
However, according to Mr. Vuong, it is important to recognize that the "Market Entry" index mainly reflects the initial stage of a business's entry into the market. This is a very important condition, but it is not sufficient to guarantee sustainable business development.
After establishment, businesses still face many other procedures and requirements related to land, construction, fire safety, environment, taxes, labor, access to capital, production and business premises, and support policies. If the post-establishment stages are not synchronized with the initial reform spirit, businesses may still encounter difficulties in operation and expansion.
“The business community expects the city to continue maintaining its advantage in market entry, while extending the spirit of reform to the entire business lifecycle. Not only should it help businesses enter the market faster, but the city also needs to continue supporting them to stay in the market more firmly, develop well, and feel secure in making long-term investments,” Mr. Vuong said.
According to the PCI 2025 report, the results for Da Nang's nine component indicators are as follows:

- "Fair competition" scored 6.83 points.

- "Business support policies" scored 5.78 points.
- "A constructive government" scored 5.61 points.
- "Informal costs" 7.61 points.
- "Access to resources" 6.07 points.
