Expand the scope and target groups of the credit program to include the forestry and fisheries sectors.

On April 15, 2025, the State Bank of Vietnam (SBV) issued công văn (official letter) No. 2756/NHNN-TD requesting commercial banks to implement the credit program for the agriculture, forestry, and fisheries sectors.

Expand the scope and target of the credit program for the forestry and fisheries sectors, as stipulated in Official Letter No. 5631/NHNN-TD dated July 14, 2023, from the State Bank of Vietnam, to become a credit program for the agricultural, forestry, and fisheries sectors.

Accordingly, eligible borrowers are customers with projects/plans serving production and business activities in the agricultural, forestry, and fisheries sectors. The program will be implemented until loan disbursements reach VND 100,000 billion (as registered by commercial banks). Other related matters will continue to be implemented according to the directives in Circular No. 5631/NHNN-TD dated July 14, 2023, of the State Bank of Vietnam.

We propose that commercial banks implement the credit program for the agricultural, forestry, and fisheries sectors.

The State Bank of Vietnam requires the following banks: Vietnam Bank for Agriculture and Rural Development, Vietnam Investment and Development Bank, Vietnam Commercial and Industrial Bank, Vietnam Foreign Trade Bank, Loc Phat Bank, Saigon Thuong Tin Bank, Military Bank, Asia Commercial Bank, Nam A Bank, Phuong Dong Bank, Vietnam Export Import Bank, Ban Viet Bank, Saigon - Hanoi Bank, Vietnam Thuong Tin Bank, and Ho Chi Minh Development Bank to monitor and compile statistics on the implementation results of the Program and to be solely responsible for the accuracy of the data reported to the State Bank of Vietnam and provided to other relevant agencies (if any).

Commercial banks are responsible for implementing the Program in accordance with its commitments (regarding eligible recipients and interest rates). In addition to the banks listed above, the State Bank of Vietnam (SBV) also encourages other commercial banks wishing to participate in the Program to follow the guidelines in this document and Circular 5631/NHNN-TD issued on July 14, 2023, concerning the implementation of the credit program for the forestry and fisheries sectors by the SBV.
