The Lunar New Year of the Horse 2026 is fast approaching. Determined to ensure that all citizens, especially the poor, near-poor, and vulnerable groups, can celebrate a warm and fulfilling Tet holiday, the Vietnam Fatherland Front Committee of Hai Phong City is implementing a comprehensive set of solutions to care for social welfare, mobilizing the joint efforts of the entire political system and the community. Comrade Nguyen Duc Tuan, Member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Hai Phong City, discussed this matter with reporters from Hai Phong Newspaper and Radio and Television .
- Could you please tell us how the city's Fatherland Front at all levels is implementing measures to care for the poor, near-poor, and those in difficult circumstances during Tet (Lunar New Year) in the city?
- The Lunar New Year is always a special time, not only signifying family reunion but also an opportunity to spread the spirit of compassion and the beautiful tradition of "mutual support" of the nation. In line with this spirit, the Standing Committee of the Vietnam Fatherland Front Committee of Hai Phong City has issued a plan to mobilize support and provide Tet gifts and coordinate visits and gift-giving to the poor and those in difficult circumstances during the Lunar New Year of the Horse 2026, with the requirement that the gifts be timely, given to the right people in the right circumstances, transparent, without duplication, and without omission.
Following the merger, the city currently has 1,693 poor households, 12,824 near-poor households, and many families with particularly difficult circumstances who need attention and support during Tet. Based on this, the Vietnam Fatherland Front Committee of the city and the "For the Poor" Fund Campaign Committee have agreed to allocate over 3 billion VND from the "For the Poor" Fund to distribute 3,000 gift packages, each worth 1 million VND, to poor households, near-poor households, and vulnerable individuals.
Along with resources from the "For the Poor" Fund, the Vietnam Fatherland Front Committee of the city closely coordinated with political and social organizations to implement many large-scale Tet (Lunar New Year) care programs. Specifically, the City Labor Union distributed 20,000 Tet gifts and nearly 50,000 bus tickets to workers. The City Youth Union, the City Federation of Youth Associations, the City Student Association, and the City Children's Council distributed 540 gifts worth 166 million VND and 207 scholarships worth 207 million VND for disadvantaged children and teenagers. Other associations and organizations also proactively mobilized social resources to care for their members during Tet. All aim towards the common goal of ensuring that all citizens can celebrate Tet in a warm and meaningful atmosphere.
- In the context of limited resources, how has the Vietnam Fatherland Front Committee of the city implemented the mobilization of joint efforts from organizations, individuals, and businesses?
- Taking care of the poor during Tet (Lunar New Year) cannot rely solely on state resources or the "For the Poor" Fund; it requires the joint efforts and support of the entire society. With this spirit, the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City issued an open letter calling on businesses, entrepreneurs, agencies, units, armed forces, organizations, and all strata of people inside and outside the city to join hands in supporting the poor and those in difficult circumstances to celebrate Tet 2026. The Vietnam Fatherland Front Committee of Ho Chi Minh City affirms that every contribution, whether large or small, carries immense spiritual value, serving as a practical source of encouragement for the poor to have more faith and strength to rise up in life. The Vietnam Fatherland Front Committee of Ho Chi Minh City commits to receiving, managing, and using donations for the right purpose, to the right people, openly and transparently, ensuring that every act of kindness is appreciated and utilized to its fullest potential.
In fact, over the years, many businesses, entrepreneurs, and philanthropists in the city have considered partnering with the Fatherland Front in caring for social welfare as a responsibility and a beautiful cultural aspect of their production and business activities. This collective effort has created enormous resources that help Hai Phong gradually reduce poverty sustainably and improve the quality of life for its people.

- Looking back at 2025, could you summarize the outstanding achievements in the work of caring for the poor and ensuring social security by the Fatherland Front at all levels in the city?
- In 2025, the work of the Fatherland Front in general and social welfare work in particular in the city recorded many outstanding achievements. In the context of the city implementing many major tasks, especially the merger of administrative units and the operation of a two-tiered local government model, the Fatherland Front at all levels closely followed the grassroots, promptly grasping the thoughts and aspirations of the people, thereby effectively implementing activities to care for the lives of the poor and vulnerable.
Through the "For the Poor" Fund and social mobilization programs, the Vietnam Fatherland Front and its member organizations have mobilized resources and organized visits and gift-giving to tens of thousands of poor and near-poor households and people in difficult circumstances. During the Lunar New Year of 2025 alone, the city distributed over 222,800 gifts, totaling 260.3 billion VND. On the occasion of the 70th anniversary of the Liberation of Hai Phong, the city inaugurated 67 solidarity houses and distributed 7,096 gifts to near-poor households and families in difficult circumstances. Of these, the "For the Poor" Fund provided 2 billion VND to build 20 houses and distributed 93 gifts, totaling 93 million VND. In particular, to commemorate the 95th anniversary of the Vietnam Fatherland Front's Traditional Day (November 18, 1930 – November 18, 2025), the Vietnam Fatherland Front Committee of the city allocated 19 billion VND from the "For the Poor" Fund to support the construction of 190 solidarity houses for poor, near-poor, and disadvantaged households in the city. In addition, emergency support activities in the event of natural disasters, epidemics, and unexpected incidents are always implemented quickly, promptly, and to the right people.
It is noteworthy that the entire political system, from the city level to the grassroots, has been involved in a coordinated and responsible manner. While not replacing the government, the Fatherland Front has effectively played its role in gathering and connecting social resources, creating a strong sense of national unity to achieve sustainable social welfare goals, in line with the motto "Leaving no one behind."
- Based on those results, could you please outline the key directions and tasks of the Vietnam Fatherland Front of the city regarding the work of caring for the poor in 2026?
- In 2026, the Vietnam Fatherland Front of Ho Chi Minh City identified caring for the poor and ensuring social security as a key and continuous task. First and foremost, the Fatherland Front at all levels will strongly innovate the content and methods of mobilizing the "For the Poor" Fund, linking immediate support with long-term solutions such as creating livelihoods, supporting employment, and improving access to basic social services for poor and near-poor households and vulnerable people. Along with this, the Fatherland Front will continue to closely coordinate with the government and member organizations in reviewing and accurately identifying those in need of support, avoiding duplication, and ensuring fairness and effectiveness. Monitoring the implementation of social security policies will be strengthened, promptly recommending adjustments to address shortcomings and protecting the legitimate rights and interests of the people.
The Vietnam Fatherland Front Committee of Hai Phong City hopes to continue receiving the support and cooperation of the business community, philanthropists, and all sectors of the city's population.
