The Vinh Hao – Phan Thiet and Phan Thiet – Dau Giay expressways, which have been in operation for over 7 months, have brought many practical benefits to Binh Thuan's socio-economic development. However, for Phan Thiet City – the province's economic and cultural center and home to the Ham Tien – Mui Ne National Tourist Area – the expressway is not yet directly connected, so many vehicles have to turn off at Ham Thuan Nam or Ham Thuan Bac before reaching Phan Thiet, which is quite inconvenient.

Currently, to reach the center of Phan Thiet City, vehicles traveling from the Dau Giay – Phan Thiet expressway must pass through the Ba Bau interchange, turning onto National Highway 1A – My Thanh, Ham Thuan Nam district, a distance of approximately 2.6 km, and then continue along National Highway 1A for about 13 km to the center of Phan Thiet City. Since the Phan Thiet - Dau Giay section of the expressway was put into operation on April 29, 2023, and the Vinh Hao - Phan Thiet section on May 19, 2023, the Ba Bau interchange and the interchange onto National Highway 1A have frequently experienced serious traffic congestion, especially on weekends and holidays. This is because the road is only 14 meters wide with 4 lanes for motorized vehicles, no mixed-use lanes, motorcycles share the same lanes as motorized vehicles, and the shoulders on each side are only 0.5 meters wide. On the other hand, the traffic volume on National Highway 1A - My Thanh and National Highway 1A is currently very high. There are many houses along both sides of the road, and traffic speeds on both routes are mostly over 60 km/hour. Therefore, a distance of only 16 km takes more than 30 minutes to travel (not including traffic jams), causing inconvenience for residents and tourists driving on these routes.

Conversely, if vehicles traveling from the Vinh Hao – Phan Thiet expressway want to enter the center of Phan Thiet city, they must turn onto National Highway 28 at the Ma Lam interchange, which is also inconvenient for commuters. Therefore, adding another interchange connecting the Vinh Hao - Phan Thiet expressway to the center of Phan Thiet city (already added to the Binh Thuan provincial planning), forming a route that serves as a gateway to the city center, is essential.

The road connects the expressway to Le Duan Street at Phan Thiet railway station and urban roads in the city center; it also connects to the coastal roads DT.706B and DT.716 to travel to Phan Thiet Airport and the Ham Tien - Mui Ne coastal urban areas. This will open up new development opportunities, promoting the socio -economic development of the locality. The additional interchange will be approximately 16.4 km from the Ma Lam interchange and the National Highway 28 interchange, and approximately 9.5 km from the Ba Bau interchange. The road connects the expressway to the center of Phan Thiet City within the surrounding area of ​​Phan Thiet City, the Mui Ne National Tourist Area, and connects to Phan Thiet Airport, ensuring compliance with regulations.

The planned highway connecting Phan Thiet City, part of the provincial plan, is approximately 10.6 km long. Its starting point intersects the Vinh Hao - Phan Thiet highway at approximately Km225+120 in Ham Hiep commune, Ham Thuan Bac district, and its end point connects to Le Duan road before the Phan Thiet railway station in Phong Nam commune, Phan Thiet City. The Provincial People's Committee has already proposed this new route to the Ministry of Transport for construction, creating anticipation not only among Phan Thiet residents but also millions of tourists for more convenient access to Phan Thiet…
