In 2024, Binh Thuan province intensified the implementation of tasks and solutions to complete the goals and targets of the Resolution of the 14th Provincial Party Congress, contributing to the successful implementation of the Resolution of the 13th National Party Congress… In particular, focusing on directing and strengthening the building and rectification of the Party and the political system is one of the requirements of the Provincial Party Standing Committee for Party building work.

Highlights of 2023

Looking back at 2023, Party building work closely followed the guidance of the Central Committee and the Provincial Party Committee, thus achieving positive results. The entire Party organization implemented, organized, studied, and concretized the Resolutions of the Central Committee Conferences to cadres, Party members, association members, union members, and workers throughout the province. Political , ideological, and moral education was carried out seriously, with high determination, and achieved many positive results. The dissemination of important political and cultural events of the province was given attention and guidance by Party committees at all levels, from the province to the grassroots. The study and emulation of Ho Chi Minh's thought, morality, and style were further promoted and widely implemented by Party committees, governments, localities, agencies, and units, creating a widespread impact in society. Particularly based on the specific local situation, the Provincial Party Standing Committee launched and organized a political activity campaign with the theme "Keeping the Party Member's Oath" throughout the entire Party organization, achieving positive results. Through this, each cadre and Party member gained a fuller and deeper understanding of the honor, pride, dignity, and responsibility of each individual regarding the oath before the Party flag, the promise before the organization and the people, contributing to raising self-awareness in self-cultivation, self-reflection, self-correction, and preventing ideological and political degradation, moral decay, and manifestations of "self-evolution" and "self-transformation" among cadres and Party members, protecting the prestige and honor of the Party, and contributing to building a cleaner and stronger Party and political system. Cadre work and cadre management were carried out strictly, ensuring the prescribed procedures and regulations, and guaranteeing the principle of unified Party leadership in cadre work. Timely reassignment and reassignment of some officials lacking a sense of responsibility, working half-heartedly, and ineffectively have been implemented. To date, Binh Thuan has basically consolidated key positions, standing committees, and Party committee members at all levels; reviewed and supplemented the planning of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, and key leadership positions of the province for the current and next terms, totaling 210 officials; and completed the nomination of 2 comrades for the official planning of the Central Committee of the Party for the 14th term, 2026-2031, to be submitted to the Central Steering Committee for the planning of the Central Committee, the Politburo, and the Secretariat for the 14th term, 2026-2031, for consideration and decision according to their authority. Furthermore, the work of developing new Party members continued to receive timely guidance from the Provincial Party Standing Committee, and the Party committees at all levels under the province led and directed their subordinate Party committees and organizations to actively implement it, achieving positive results. In 2023, the rate reached 103.3%, marking the third consecutive year since the beginning of the term that the target has been exceeded.

Party inspection, supervision, and disciplinary enforcement were carried out in accordance with regulations; the quality of inspections and supervision was improved. Internal affairs, the fight against corruption and negative phenomena were seriously led and directed by Party committees, the government, the Vietnam Fatherland Front , and political and social organizations…

Despite the achievements, Party building work still has shortcomings and limitations. These include the untimely concretization of some directives, resolutions, and conclusions of Party committees in some localities and units. While there have been positive changes in the fight against harmful, distorted, and hostile information, some efforts remain slow, ineffective, and lack in-depth articles defending the Party's ideological foundation. The process of understanding, reflecting, coordinating, advising, and directing the resolution of the people's legitimate concerns and aspirations, analyzing and forecasting the situation, especially pressing, complex, and prominent issues, has at times and in some places been inaccurate and untimely. Party member management in some grassroots Party committees is not thorough enough and lacks strictness; the content of Party branch meetings in some places remains monotonous and heavily focused on professional matters…

Key tasks for 2024

In 2024, the Provincial Party Standing Committee set out key tasks for the entire Party organization to focus on implementing. These included directing and strengthening the building and rectification of the Party and the political system based on the effective implementation of Central Resolutions and Action Program No. 58-CTr/TU, dated March 30, 2023, of the Provincial Party Committee implementing Resolution No. 28-NQ/TW, dated November 17, 2022, of the Central Committee of the Party (13th term) on continuing to innovate the Party's leadership and governance methods over the political system in the new period. Continue to strengthen and streamline the organizational structure to ensure suitability and efficiency, while simultaneously reducing staffing levels and restructuring the workforce of officials, civil servants, and public employees, especially during the implementation of the plan to adjust the administrative boundaries of Phan Thiet city and reorganize commune-level administrative units in the 2023-2025 period. Strengthen the workforce of officials and civil servants in agencies from the provincial to the grassroots level; fill vacant positions. Encourage agencies, units, and localities to implement Conclusion No. 14-KL/TW, dated September 29, 2021, of the Politburo and Government Decree No. 73/2023/ND-CP on encouraging and protecting dynamic, creative officials who dare to think, dare to act, and dare to take responsibility for the common good; at the same time, effectively rectify the situation of officials, civil servants, and public employees avoiding responsibility and shirking work. Continue reviewing and supplementing the planning of Party committees, key officials, and leading and managerial cadres for the 2020-2025 and 2021-2026 terms under the management of the Standing Committee of the Party committee. Direct the strict implementation of Regulation No. 114-QD/TW, dated July 11, 2023, of the Politburo on controlling power and preventing and combating corruption and negative practices in personnel work.

The Standing Committee of the Provincial Party Committee also requested strengthening the recruitment of new Party members to meet the 2024 target, ensuring quality. It also directed the implementation of the evaluation of the quality of Party organizations, Party members, and collective and individual leaders and managers at all levels in a substantive manner, ensuring quality and timeliness. Furthermore, it called for the serious development and implementation of the 2024 inspection and supervision work program, linked to improving the quality of inspection and supervision work; focusing on areas and localities prone to negative practices. Simultaneously, it directed the strengthening of situational awareness, proactively detecting signs of violations, and promptly conducting inspections when violations are detected. Complaints and denunciations were reviewed, processed, and resolved in accordance with regulations, without leaving any backlog. It directed the development of a mechanism for coordinating inspection, supervision, and auditing activities among agencies and organizations within the political system. Finally, it directed the entire political system to intensify the fight against corruption and negative practices. Continue to direct the timely, strict, and lawful handling of cases and incidents of corruption and negative practices. Promote the leadership role of Party committees, especially the heads of agencies, units, and localities, in the fight against corruption, waste, and negative practices. Focus on leading and directing the effective implementation of political security, especially in the fields of economics, culture, ideology, information and communication, and cybersecurity; ensuring social order and safety; and local military and national defense work…
