(QNO) - The Resolution of the 22nd Congress of the Quang Nam Provincial Party Committee (October 2020) sets a target to basically eliminate temporary and dilapidated houses for poor and policy-beneficiary households throughout the province by 2025. Compared to the time when the Government launched the program to eliminate temporary houses nationwide (April 13, 2024), Quang Nam has already been ahead by more than 3 years in this policy!

Taking the lead, in the context of a locality like Quang Nam (with a large number of temporary houses, limited budget, a higher-than-average poverty rate, and primarily concentrated in mountainous areas where people's lives are still very difficult), is a tremendous political determination of the Provincial Party Committee, requiring extraordinary and continuous efforts from the entire political system of the province to have a chance to turn the policy into reality; but at the same time, it is a compassionate decision, stemming from the understanding that "after 50 years since the liberation of our homeland, if we let our people still live in dilapidated, leaky houses, we have not fulfilled our responsibility to the people."

On March 31, 2022, the Quang Nam Provincial Party Committee issued Directive No. 35-CT/TU on strengthening the Party's leadership in the work of eliminating temporary and dilapidated houses in the province; requiring the entire political system from the province to the grassroots to participate decisively and synchronously with the highest political determination and the most resolute actions, striving to achieve the goal of eliminating temporary houses by the end of 2025. Following this, a series of specific solutions were implemented, such as: Establishing provincial and district-level steering committees, chaired directly by the Party secretaries; Organizing investigations and surveys to compile lists of eligible beneficiaries of the policy throughout the province; Issuing resolutions of the Provincial People's Council on support mechanisms and policies; The Vietnam Fatherland Front of the province, and the Provincial Party Secretary, issued appeals and mobilized social resources to actively respond and participate in supporting the effort; Establishing task forces from various sectors and localities to jointly support the people;…

After three years of implementing Directive 35-CT/TU, the entire province has completed the renovation and reconstruction of 5,590 houses, achieving a rate of 47.47% of the total number of houses eligible for support. Looking at the absolute figures, it can be affirmed that the results achieved reflect the great efforts of all levels, sectors, and people in the province. However, compared to the target, the situation is very worrying. Because, at this time, the province still has 6,171 temporary houses that need to be demolished, including 4,282 new houses and 1,889 houses that need renovation and repair.

Thus, in the past three years, Quang Nam has only completed less than half of its journey to eliminate temporary housing; while the remaining time is measured in months and days. Specifically, according to the Government 's directive and the determination of the Provincial Steering Committee, the entire program must be basically completed by the end of October 2025. This means that from now until then, Quang Nam must eliminate more than 34 temporary houses every day!

Recently, at the conference summarizing the three-year implementation of Directive 35-CT/TU, Provincial Party Secretary Luong Nguyen Minh Triet requested a more specific roadmap: By the end of August 2025, all lowland districts must eliminate temporary housing; districts with fewer than 150 houses and communes with fewer than 10 houses must complete the process before June 30th; and the 1,151 houses of policy beneficiary families must be completed before the commemoration of War Invalids and Martyrs Day on July 27th this year.

Time is running short, the task is arduous, and a large number of temporary houses need to be rebuilt or renovated; meanwhile, many difficulties and challenges are arising in practice. A recent monitoring visit by the Vietnam Fatherland Front Committee of the province pointed out: some localities are slow in disbursing support funds; allocating new land for housing for some cases remains difficult; the prices of construction materials and labor in mountainous areas are too high; the income of many households in highland areas is too low, making it difficult for them to find sufficient funds to build houses outside of state support;…

Furthermore, there are other more worrying reasons, as Provincial Party Secretary Luong Nguyen Minh Triet has pointed out at many meetings: some Party committees, governments, and leaders of districts and communes have not shown genuine concern, thoroughness, and decisiveness in leading and directing the implementation. The fluctuating figures for temporary housing in recent local statistics are one example. This reality, placed in the context of implementing the Party and State's policy on reorganizing commune-level administrative units and abolishing the district level, poses even greater challenges!

Decisiveness, flexibility, creativity, and responsibility are the consistent guiding principles of the Provincial Steering Committee in implementing the program to eliminate temporary and dilapidated houses. Provincial People's Committee Chairman Le Van Dung recently assured that there will be no shortage of funds to support the people. Therefore, the remaining issue is simply the approach. This largely depends on the dedication and commitment of all levels, sectors, and localities, especially at the grassroots level. By the time the communes are officially merged and the district-level administrative apparatus ceases operation as announced, many more difficulties will likely arise. And the remaining time is… very close!

Hopefully, with a program steeped in humanistic values ​​like this, Quang Nam will not lag behind!
