Some new policies for children.

BTO - The Government has just issued Decree No. 66/2025/ND-CP, dated March 12, 2025, stipulating policies for children in nurseries, students, and trainees in ethnic minority and mountainous areas, coastal and island regions, and educational institutions with children in nurseries and students who benefit from these policies.

Over the years, the protection and care of children, especially those in ethnic minority, mountainous, and island areas, has always been a priority for the Provincial Party Committee and the Provincial People's Committee. This has helped children in ethnic minority areas, remote areas, and disadvantaged regions to benefit from state policies and programs, gradually improving their quality of life, particularly in remote and island areas. To implement the Government's plan to mobilize social resources to support children in particularly difficult communes in ethnic minority and mountainous areas from 2019 to 2025, the Provincial People's Committee has directed relevant departments, agencies, and localities to strengthen propaganda and mobilization efforts to create favorable conditions for children in ethnic minority and mountainous areas to access information, knowledge, and skills for development and integration with children in lowland areas. In addition, the Provincial Ethnic Affairs Committee, in coordination with the Department of Health, has effectively implemented healthcare services for ethnic minority communities, including children. This includes investing in basic medical facilities and equipment to meet the requirements for examination and treatment, strengthening the medical staff, maintaining hygiene and disease prevention measures, achieving a vaccination rate of over 95% for children against 8 infectious diseases, and ensuring 100% of ethnic minority communities in disadvantaged and extremely disadvantaged communes receive health insurance. Simultaneously, the provision of lunch and improved meal quality for boarding students at preschools and primary schools continues to be maintained. This is in accordance with Decree No. 66/2025/ND-CP, dated March 12, 2025, which stipulates policies for children in nurseries, students, and trainees in ethnic minority and mountainous areas, coastal and island regions, and educational institutions with children in nurseries and students who benefit from these policies. In the future, the applicable subjects include: Children in kindergartens, students, and trainees, including: Children in daycare centers attending preschools, students attending general education centers, trainees attending continuing education programs at the lower secondary and upper secondary levels, ethnic minority boarding students attending general education centers assigned by competent authorities to carry out the task of educating ethnic minority boarding students, Viet Bac Highland High School, Friendship School 80, Friendship School T78; and pre-university students attending pre-university schools and Viet Bac Highland High School. Educational institutions with children in kindergartens and students eligible for this policy include: Public preschools that provide meals and naps for children in boarding programs, ethnic minority boarding schools, general education institutions that provide meals and accommodation for boarding students, ethnic minority boarding schools, general education institutions assigned by competent authorities to carry out the task of educating ethnic minority boarding students, pre-university schools, Friendship School 80, Friendship School T78, and Viet Bac Highland General School, which are eligible for the policy in this decree for ethnic minority boarding students and pre-university students.

It is known that children attending daycare must meet one of the following conditions: Children residing in particularly disadvantaged communes or villages and attending public preschools in communes classified as Area III, Area II, Area I, communes with particularly disadvantaged villages in ethnic minority and mountainous areas, or communes in particularly disadvantaged coastal and island areas. Children of ethnic minorities residing in communes classified as Area II, Area I in ethnic minority and mountainous areas and attending public preschools in communes classified as Area III, Area II, Area I, communes with particularly disadvantaged villages in ethnic minority and mountainous areas, or communes in particularly disadvantaged coastal and island areas, must also meet one of the following criteria: Children from poor households according to the multidimensional poverty standard as stipulated by the Government; Children without a source of support are defined in Clause 1, Article 5 of Government Decree No. 20/2021/ND-CP dated March 15, 2021, regulating social assistance policies for social protection beneficiaries, children of martyrs, children of Heroes of the People's Armed Forces, children of war invalids, children of those receiving benefits similar to war invalids, children of sick soldiers, children of other policy beneficiaries as stipulated in the Ordinance on Preferential Treatment for People with Meritorious Contributions to the Revolution, and children with disabilities in inclusive education. Children in daycare centers will receive lunch support: Each child will receive 360,000 VND per month for no more than 9 months per school year. Boarding students must meet one of the following conditions: Primary and lower secondary school students studying at a general education institution (or school branch) in a commune classified as Area III, Area II, Area I, a commune with particularly difficult villages in ethnic minority and mountainous areas, or a commune in particularly difficult coastal and island areas; their residence is 4 km or more away from the school for primary school students and 7 km or more for lower secondary school students; or the terrain is difficult, with transportation challenging, requiring crossing the sea, lakes, rivers, streams, mountain passes, or areas prone to landslides; or they fall into one of the following categories: The student and their parent or guardian reside in a particularly difficult commune or village; or they are an ethnic minority member belonging to a poor household according to the multidimensional poverty standard as stipulated by the Government, and the student and their parent or guardian reside in a commune classified as Area II or Area I in ethnic minority and mountainous areas. High school students studying at general education institutions, whose homes are 10 km or more away from school, or whose homes are located in remote areas with difficult transportation access, requiring crossing seas, lakes, rivers, streams, mountain passes, or areas prone to landslides and rockfalls, and who fall into one of the following categories: Ethnic minority individuals whose parents or guardians reside in particularly difficult communes or villages; Kinh ethnic minority individuals belonging to poor households according to the multidimensional poverty standard as defined by the Government whose parents or guardians reside in particularly difficult communes or villages; ethnic minority individuals belonging to poor households according to the multidimensional poverty standard as defined by the Government whose parents or guardians reside in communes in Zone II or Zone I of ethnic minority and mountainous regions…
