Ahead of the exercises, a delegation from the Russian Navy Command, led by Admiral Nikolai Yevmenov, met with Myanmar's General Min Aung Hlaing.

One of the most important objectives of the Russian Navy Command delegation's trip was to strengthen naval cooperation between Russia and Myanmar. According to the Russian Ministry of Defense , this is an important step towards enhancing mutual understanding and friendly cooperation between the navies of the two countries.

Taking place in the northern Andaman Sea and involving the Russian Pacific Fleet and the Myanmar Navy, the joint exercise included air drills, underwater exercises, and live-fire maritime security drills.

Russian warships carrying a total of 800 sailors arrived in Myanmar on November 2nd to conduct the first joint maritime security exercise between the two countries, as well as to pay a friendly visit to Myanmar.

As part of safety measures, the Myanmar Navy advises that vessels will be restricted to operating within an 8 km radius of the exercise area and aircraft will not fly lower than 4.5 km during the exercise.

The UN Special Rapporteur on Myanmar stated that since coming to power in February 2021, the Myanmar military has imported weapons and equipment from Russia worth a total of $406 million.

In September, Myanmar and Russia co-hosted a military exercise on "counter-terrorism" in the Russian Far East, with the participation of several ASEAN countries.

General Min Aung Hlaing has visited Russia several times following the political upheaval in Myanmar and met with President Vladimir Putin last year.
