At the end of the 2011-2012 school year, the education and training sector in Lao Cai province achieved encouraging results, with many positive changes in the quality and effectiveness of education, especially in mountainous areas and areas inhabited by ethnic minorities. The number of students with weak academic performance at the lower and upper secondary levels decreased compared to the beginning of the school year; the high school graduation rate reached 98.07% (an increase of 6.81%); and the rate of lower secondary graduates continuing on to upper secondary school was 66.48% (an increase of 4.25% compared to the previous school year). By the end of the 2011-2012 school year, the entire province had 196 schools meeting national standards (an increase of 21 schools compared to the previous school year), including 5 kindergartens and 25 primary schools meeting level 2 standards. This achievement is the result of the great efforts of the entire society, the hard work, unity, and creativity of officials, teachers, and students throughout the province.
The 2012-2013 school year has begun, and the Lao Cai education and training sector continues to build on its achievements, focusing on directing schools and educational institutions throughout the province to prepare well for the new school year to ensure stability and order. With the theme: Towards the goal of fundamental and comprehensive reform of Vietnam's education system, implementing the Prime Minister's education development strategy for the period 2011-2020, the Lao Cai education and training sector focuses on developing the scale and quality of education, and developing human resources, especially high-quality human resources. Implementing breakthrough and long-term solutions to develop the education and training sector, with management, direction, and operation focusing on four key tasks set for the new school year, will contribute to creating positive changes in the 2012-2013 school year.

In light of the goals set for the new school year, the entire education sector in Lao Cai focuses on strengthening the role and management capacity, autonomy, and accountability of educational institutions, schools, and localities, while emphasizing the professional quality of each teacher. This is coupled with the effective implementation of studying and following the moral example of Ho Chi Minh , promoting the "Good Teaching, Good Learning" emulation movement and the campaign "Every teacher is a moral example, a self-learner, and a creative individual." Each educational level selects an educational program suitable to the characteristics and conditions of each region and locality. The policy of developing education and training in ethnic minority areas aims to raise the intellectual level, narrow the gap between mountainous and lowland areas, and ensure the conditions for sustainable educational development. Priority is given to investing in and improving the quality of teaching and learning at ethnic boarding schools, semi-boarding schools, and schools in ethnic minority areas. Particular attention should be paid to ethnic minority students from disadvantaged backgrounds, girls, and children with disabilities; Vietnamese language instruction for preschool children should be strengthened to ensure that the quality of Vietnamese language teaching and learning for ethnic minority students is improved. Physical education, healthcare, and moral education should be promoted. Lifestyle, life skills for students… Strengthening the application of information technology, innovating teaching and learning methods, providing online lectures, organizing competitions for online lectures and applying them to teaching according to a multi-knowledge model, creating the best conditions for students to acquire knowledge effectively, improving the quality of education, and creating a strong shift from "quantity" to "quality"…
On the eve of the new school year, despite numerous challenges, the Lao Cai education and training sector is determined to strive to achieve the goal of universal preschool education for 5-year-old children by 2014. For the general education level, the entire sector will continue to effectively implement solutions to reduce the rate of weak and dropout students, increase the rate of good and excellent students; accelerate the progress of building national standard schools and the project on teaching and learning foreign languages in the national education system. It will continue to raise awareness among everyone about lifelong learning and building a learning society; strengthen the operational model of continuing education centers and community education centers towards a multi-tasking institution. The proactive and positive approach of the education and training sector in Lao Cai is an important prerequisite for achieving the goal of improving the overall quality and effectiveness of education in the 2012-2013 school year.
