Similarly, Ha Dong General Hospital has organized a comprehensive professional support agreement with several health stations. According to the Deputy Director of the Hospital, Specialist Doctor II Le Hoang Tu: Recently, Ha Dong General Hospital and Binh Minh Commune Health Station (Hanoi City) signed a comprehensive professional support agreement. This support program aims to improve the quality of regular medical examinations and treatment at Binh Minh Commune Health Station; and to strengthen the training and development of grassroots medical personnel. In particular, the Ha Dong-Binh Minh Clinic is implemented according to the "four on-site" model, including: high-quality personnel on-site; on-site medical examination and treatment; on-site paraclinical services; and on-site medication dispensing.
Ha Dong General Hospital and Binh Minh Commune Health Station are collaborating to establish specialized clinics (Internal Medicine, Surgery, Ophthalmology, Obstetrics, ENT, Dentistry) and a specialized ultrasound-electrocardiogram room; sample collection for testing is also available at the station. The main goal agreed upon by both sides is to ensure that people receive the same benefits when seeking medical treatment at Binh Minh Commune Health Station as at Ha Dong General Hospital. Furthermore, in cases requiring outpatient medication that the health station cannot provide, patients will be issued referral slips and received directly through the hospital's management software. Outpatient medical records can be created on-site. Patients requiring hospitalization will be issued referral slips. According to the Director of the Hanoi Department of Health, Dr. Nguyen Trong Dien, the city's public health system currently comprises 42 hospitals and 126 commune/ward health stations. Hospitals in the city are qualified and ready to participate in professional support programs for grassroots health facilities. Therefore, the Hanoi health sector will arrange for each hospital to assist one commune/ward to ensure that people have access to quality specialized healthcare right where they live.
