In recent years, the Women's Union at all levels in the province has effectively implemented training and development programs, associated with the use of female cadres, and increased grassroots activities. From there, the quality of cadres has been improved, the Union organization has been built stronger and stronger, and a large number of members have participated in activities.

Having the opportunity to participate in a digital technology training course for female cadres organized by the Provincial Women's Union, Ms. Nguyen Thi Hang, Tran Hung Dao Ward (Nam Dinh City) said: "Through the conference, I listened to speakers share and discuss the topic "Confidence and initiative - Women's leadership capacity in the digital age"; providing some basic knowledge and skills to help female cadres apply information technology to work and life. Thereby increasing efficiency and professionalism in advising, directing, operating and implementing tasks". Participating in a professional training course for branch presidents, vice presidents, and chairmen of the Women's Union at the grassroots level organized by the Women's Union of Vu Ban district, Ms. Nguyen Thi Mai, Minh Tan commune shared: "At the training course, we were taught and trained in the following skills: Mobilizing and gathering women; managing branch activities; understanding thoughts and aspirations to handle real-life situations; using forms, data, financial management... Through that, I personally increasingly improve my ability to organize, manage activities and solve difficulties of members in life." Along with Ms. Hang and Ms. Mai, every year, full-time female cadres and branch presidents of women's unions in the province participate in training courses to improve their capacity to carry out Union activities.

To improve the quality of the staff, the Provincial Women's Union has promoted the implementation of the Government 's Projects: "Training and fostering Women's Union officials at all levels"; "Training Women's Union officials and civil servants at all levels and women's branch leaders, period 2019-2025". Implementing the projects, the Women's Union at all levels has proactively advised the Party Committee to create conditions for Union officials to participate in training courses, fostering appropriate qualifications and management capacity; organizing training courses focusing on the content of professional activities of the Union, management skills, gathering and attracting members, grasping information about the situation of women and children; applying information technology in directing and organizing Union activities; regularly organizing competitions to help Union officials exchange and learn, exchange experiences and supplement knowledge and operational skills. From the beginning of 2025 to present, the Provincial Women's Union has organized training to improve the capacity of applying information technology for 50 chairmen and vice chairmen of the grassroots-level Union; 2/9 districts have organized professional training for grassroots Union officials and branch heads. 9/9 districts and cities have reviewed and updated data on officials and members on the membership management software in the merged area in 2024.

Along with opening training courses and intensive training to improve the capacity of the staff, the Union has also proactively improved the organization of the staff to ensure both quantity and quality, meeting the requirements and tasks. Accordingly, the Party Delegation of the Provincial Women's Union has actively advised the Party Committee to thoroughly grasp the Central's directives and resolutions on women's work and gender equality, creating a solid legal basis for improving the position of women. Focus on reviewing, detecting, introducing female staff sources, proposing to the Party Committee to plan, train, foster, arrange, assign, use, and create female staff sources according to regulations; advise on organizing dialogue conferences between women of all classes and heads of Party Committees. In particular, the work of planning key staff has been seriously implemented by the Union at all levels, in accordance with procedures and regulations. The Provincial Women's Union has directed units to effectively implement the planning of key cadres at all levels, with each position having 2-3 reserve cadres, who are cadres with working experience, practical capacity, young cadres, and formally trained; regularly rotating and mobilizing female cadres; boldly assigning work, guiding and supporting cadres to complete their tasks. Along with that, the Women's Union at all levels has done a good job of coordinating with Party committees at all levels to organize the supervision of the implementation results of Directive 21-CT/TW of the Central Party Secretariat to promote the implementation of policies on female cadres, female human resources for Party congresses at all levels for the 2020-2025 term and the source of candidates for National Assembly and People's Council deputies at all levels. In the 2021-2026 term, the proportion of female cadres participating in grassroots Party committees reached 21.8% (an increase of 5.5% compared to the 2015-2020 term); the proportion of female Party committee members at district level reached 17.3% (an increase of 4.4% compared to the 2015-2020 term); the proportion of female members of the Provincial Party Executive Committee, term XX, term 2020-2025 was 6/53 comrades, reaching a rate of over 11.3%. The proportion of female delegates to the 15th National Assembly reached 50%; the proportion of female members of People's Councils at all levels increased compared to the previous term.

To improve the quality of the Association's staff, the Association at all levels also promoted grassroots activities, launched and expanded movements to promote initiatives to build new models, widely implemented emulation movements and campaigns: "Building Vietnamese women of the new era" associated with studying and following Ho Chi Minh's ideology, morality and style"; "Women doing good business", "Building a family of 5 no's, 3 clean's", "Training moral qualities: "Confidence - Self-respect - Loyalty - Responsibility"... The whole province has built hundreds of new models of activities such as models on safety for women and children; "Trusted address"; "Career Women" group... In particular, up to now, 100% of the Association's grassroots units have deployed and identified the 1+1 model (1 good branch supports 1 weak branch; 1 member mobilizes 1 woman to join the Association; 1 female Party member trains and introduces Party development to 1 branch leader or deputy group leader or female members who are cadres, civil servants, public employees, executive committee members; 1 strong branch helps 1 weak branch or 1 member with conditions supports 1 member in difficult circumstances)... and 3 have, 3 know (having pioneer members, having monthly activities, having resources to organize activities and knowing the faces, circumstances, and needs of members). Thereby, creating conditions for the Association's staff to gain practical experience, improve operational skills, contribute to building a strong Association, and attract members. The whole province currently has no base that gathers less than 60% of members; 91.2% of branches have a membership rate of 70% or more.

With many training and development solutions, the staff of the Association at all levels ensure professional qualifications and political theory according to their job positions. Female staff have constantly strived to improve their moral qualities, improve their qualifications, promote their capacity, enthusiasm, stay close to the grassroots, and develop the Association's movement, affirming the role and position of the Association.
