Having had the opportunity to participate in a training course on digital technology for female officials organized by the Provincial Women's Union, Ms. Nguyen Thi Hang from Tran Hung Dao ward (Nam Dinh city) said: "Through the conference, I listened to speakers share and exchange on the topic 'Confidence and Proactiveness - Leadership Capacity of Women in the Digital Age'; providing some basic knowledge and skills to help female officials apply information technology to their work and life. This enhances efficiency and professionalism in advising, directing, managing, and implementing tasks." Having participated in a professional training course for branch leaders, vice presidents, and presidents of grassroots Women's Union branches organized by the Vu Ban District Women's Union, Ms. Nguyen Thi Mai from Minh Tan commune shared: “At the training course, we were taught and practiced skills such as: mobilizing and gathering women; managing branch activities; understanding the thoughts and aspirations of members and handling real-life situations; using forms, data, and managing finances... Through this, I have increasingly improved my ability to organize and manage activities and solve difficult problems for members in their lives." Along with Ms. Hang and Ms. Mai, every year, full-time women's union officials and branch leaders in the province participate in training courses to improve their capacity to carry out Union activities.
To improve the quality of its staff, the Provincial Women's Union has actively implemented the following projects: "Training and fostering Women's Union officials at all levels"; and "Training of Women's Union officials and civil servants at all levels and women 's branch leaders, 2019-2025". In implementing these projects, Women's Unions at all levels have proactively advised Party committees to create conditions for Women's Union officials to participate in training courses to improve their management skills; organized training courses focusing on professional activities, management skills, membership recruitment, and information gathering on the situation of women and children; applied information technology in directing and organizing Union activities; and regularly organized competitions to help Women's Union officials interact, learn from each other, exchange experiences, and supplement their knowledge and skills. From the beginning of 2025 to the present, the Provincial Women's Union has organized training to enhance the information technology application capacity of 50 chairpersons and vice-chairpersons of grassroots-level Women's Unions; 2 out of 9 districts have organized professional training for grassroots Women's Union officials and branch leaders. All 9 districts and cities have reviewed and updated data on officials and members on the membership management software in the areas merged in 2024.
Along with opening intensive training courses to enhance the capacity of its staff, the Women's Union has also proactively strengthened its organizational structure, ensuring both quantity and quality to meet requirements and tasks. Accordingly, the Party Committee of the Provincial Women's Union has actively advised the Party Committee to thoroughly disseminate the Central Committee's directives and resolutions on women's affairs and gender equality, creating a solid legal basis for enhancing the position of women. It has focused on reviewing, identifying, and introducing potential female cadres, proposing to the Party Committee plans for their training, development, placement, and utilization according to regulations; and advising on organizing dialogue conferences between women of all social strata and the heads of Party committees. In particular, the planning of key cadres has been seriously and properly implemented by all levels of the Women's Union, following established procedures and regulations. The Provincial Women's Union has directed its units to effectively implement the planning of key cadres at all levels, with each position having 2-3 reserve cadres who are experienced, have practical capabilities, are young, and have received formal training; regularly rotate and transfer female cadres; and boldly assign tasks, provide guidance, and support to cadres to complete their duties. In addition, the Women's Unions at all levels have effectively coordinated with Party committees at all levels to monitor the implementation of Directive 21-CT/TW of the Central Party Secretariat, aiming to promote the implementation of policies on female cadres, female personnel for Party congresses at all levels for the 2020-2025 term, and female candidates for the National Assembly and People's Councils at all levels. During the 2021-2026 term, the percentage of female cadres participating in grassroots Party committees reached 21.8% (an increase of 5.5% compared to the 2015-2020 term); the percentage of female cadres in district-level Party committees reached 17.3% (an increase of 4.4% compared to the 2015-2020 term); and 6 out of 53 members participated in the Provincial Party Committee, 20th term, 2020-2025, achieving a rate of over 11.3%. The percentage of women participating as National Assembly deputies in the 15th term reached 50%; participation in People's Councils at all levels increased compared to the previous term.
To improve the quality of the Women's Union's staff, all levels of the Union have also intensified activities directed towards the grassroots, launching and expanding movements to promote initiatives and build new models, and extensively implementing emulation movements and campaigns such as: "Building the Vietnamese woman of the new era" associated with studying and following the thoughts, ethics, and style of Ho Chi Minh; "Women excelling in economic activities", "Building a family with 5 no's and 3 clean's", "Cultivating moral qualities: 'Self-confidence - Self-respect - Loyalty - Diligence'"... The entire province has developed hundreds of new operational models such as models on safety for women and children; "Trusted addresses"; The "Women in Professionals" group... Notably, to date, 100% of the Women's Union branches have implemented and replicated the 1+1 model (1 strong branch supporting 1 weak branch; 1 member mobilizing 1 woman to join the Union; 1 female Party member training and introducing a branch leader or deputy leader or a female member who is a cadre, civil servant, or executive committee member for Party development; 1 strong branch establishing a sisterhood to help a weak branch or 1 member with resources supporting a member in difficult circumstances)... and the 3 "have, 3 know" model (having pioneering members, having monthly activities, having resources to organize activities, and knowing the faces, circumstances, and needs of members). This creates opportunities for the Union's cadres to gain practical experience, improve their operational skills, and contribute to building a strong Union organization that attracts and gathers members. Currently, no branch in the province has a membership rate below 60%. 91.2% of the branches have a membership rate of 70% or higher.
Through various training and development programs, the staff of the Women's Union at all levels have ensured professional and political theoretical qualifications according to their job positions. Female staff members have continuously strived to improve their moral character, enhance their skills, develop their abilities, and enthusiastically stay close to the grassroots, leading to the further development of the Union's movement and affirming the role and position of the organization.
