Spreading the spirit of "Learning Citizenship"

In accordance with Decision No. 677/QD-TTg dated June 3, 2022, of the Prime Minister approving the Project "Building a Learning Citizen Model for the period 2021-2030," Party committees, government agencies, the Fatherland Front, and political and social organizations in the province have actively and effectively implemented the model in a coordinated manner. This has encouraged and facilitated learning for all citizens anytime, anywhere, meeting the requirements for human resource development, promoting local socio-economic development in the new context, and contributing to building a learning society.

The family of Mr. Vu Quang Hue and Mrs. Lam Thi Nhuan is a model family in Hamlet 2, Hai Ha Commune (Hai Hung District). Previously, Mr. Hue was a Navy soldier, working far from home year-round, leaving Mrs. Nhuan to shoulder all the household responsibilities. Through her unwavering determination and silent sacrifice, to allow her husband to focus on his work, she managed to cultivate 8 acres of rice paddies, care for her elderly and ailing parents, and raise three children to be successful adults. Following family tradition, the couple continuously strives to improve themselves, cultivating their morals and knowledge, while also encouraging their children, relatives, and neighbors to participate in lifelong learning through practical actions such as implementing the "5 Haves, 3 Cleans" criteria launched by the Women's Union: having a safe home, sustainable livelihood, good health, knowledge, and a cultured lifestyle; and maintaining a clean house, a clean kitchen, and a clean alley. Furthermore, the family members are aware of the importance of lifelong learning, valuing family culture, environmental hygiene, and food safety. Thanks to their exemplary conduct and dedication to building a learning lifestyle, all three of their children have achieved success, holding important positions in government agencies and businesses. The grandchildren are well-behaved, academically gifted, and well-liked by their friends and teachers; they actively participate in advanced and model new rural development movements, contributing to the overall success of the locality.

Over the years, Truc Thai commune (Truc Ninh district) has successfully implemented various learning models, especially the "Learning Citizen" model. 100% of the commune's Party members have participated directly or indirectly by encouraging their children and grandchildren to attend school at the appropriate age and pursue higher education. Party members working in agencies, units, and schools regularly and continuously study knowledge related to their areas of responsibility; Party members of working age actively study to apply scientific and technological advancements to production, economic development, and building prosperous and happy families. Thanks to effective dissemination of information about the goals, meaning, and importance of the model among all segments of the population, awareness of learning has continuously improved. In addition, many parents voluntarily participate in reading books and newspapers to seek information and improve their knowledge, or use computers and smartphones to update and access domestic and international information. Implementing the "Learning Citizen" model, the number of people participating in training sessions at the community learning center has increased compared to before, contributing to the effective implementation of the "Learning Citizen" model in the locality. Each year, the center opens 10-15 specialized training courses attracting over 1,000 participants. Through these activities, the center has helped workers access short-term vocational training courses, enabling them to secure stable employment, increase their income, gain knowledge, apply it to practical production, and improve their quality of life.

The movement to build "Learning Citizens" throughout the province is being implemented synchronously and effectively thanks to the attention and guidance of Party committees and authorities at all levels, and the involvement of the Fatherland Front, political and social organizations, and the people. The Associations for the Promotion of Learning at all levels in the province play a core role in mobilizing and organizing implementation, gradually forming and developing diverse learning models such as: learning families, learning clans, learning communities, and learning units. Currently, the province has more than 4,600 clans registered as learning clans, of which 75.8% have been recognized; more than 3,500 villages, hamlets, and residential areas have registered as learning communities, of which 74% have been recognized. A highlight is that in community learning centers, localities have mobilized the coordinated participation of training institutions, businesses, employers, etc., in improving the quality of training and transferring knowledge and work skills effectively, practically, and scientifically. Besides doing well in building models of learning families, learning clans, learning units, and learning communities, families and clans, together with schools and educational institutions, have fulfilled their responsibility in educating, shaping character, and building new individuals with ethical standards of citizenship, public service, and professional ethics.

The "Learning Citizen" model is not only a goal in building a learning society but also a measure of the sustainable and civilized development of each community. Learning models are increasingly developing, proving effective, creating a strong social impact, and attracting positive responses from groups and individuals, especially the dedication, enthusiasm, and high responsibility of the Education Promotion staff from the provincial to the grassroots level. Families, clans, communities, and learning units in the province all have a correct understanding of the importance of learning for every citizen; each learning clan has established an Education Promotion Committee and operates effectively and systematically, creating favorable conditions for children of school age to attend school, and providing care and education to help them become good children and excellent students. In particular, each unit and residential area, when building a learning community or learning unit, is linked to the movements "All people unite to build a cultured life," "Building new rural areas," and "Building civilized urban areas"... Through this, the cultural life is gradually improved, the economy is developed, human resources are trained, jobs are created, and ways of thinking and doing are changed to jointly achieve the goals of local socio-economic development.
