Spreading the spirit of "Learning Citizenship"

Implementing Decision No. 677/QD-TTg dated June 3, 2022 of the Prime Minister approving the Project "Building a Citizen Learning Model for the 2021-2030 period", in recent times, Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations in the province have actively implemented the model in a synchronous and effective manner. Thereby encouraging and creating favorable conditions for all citizens to participate in learning anytime, anywhere, meeting the requirements of human resource development, promoting local socio-economic development in the new situation, contributing to building a learning society.

The family of Mr. Vu Quang Hue and Mrs. Lam Thi Nhuan is a model family in Hamlet 2, Hai Ha Commune (Hai Hung). Previously, Mr. Hue was a Navy soldier, working away from home all year round, all the work in the family was taken care of by Mrs. Nhuan. With her determination and silent sacrifice, so that her husband could work with peace of mind, she took care of and produced 8 sao of rice fields, took care of her sick elderly parents and raised 3 children to become good people. With the family tradition, the couple constantly strived and improved their morality and knowledge, while promoting and mobilizing their children, relatives and neighbors to participate in lifelong learning activities through practical actions such as implementing the criteria "5 yes, 3 clean" launched by the Women's Union such as: having a safe house, sustainable livelihood, health, knowledge, cultural lifestyle; clean house, clean kitchen, clean alley. In addition, family members are aware that learning is lifelong, and value family culture, environmental hygiene, and food safety. Thanks to their exemplary and dedicated learning lifestyle, their three children have all become successful, holding important positions in state agencies and enterprises. The children in the family are obedient, good at studying, loved by friends and teachers; actively participate in movements to build advanced new rural areas, and are models, contributing to the overall success of the locality.

In recent years, Truc Thai commune (Truc Ninh) has effectively implemented learning models, especially the "Learning Citizen" model. 100% of the commune's party members have participated directly or indirectly through mobilizing their children to go to school at the right age and continue their studies. Party members working at agencies, units, and schools regularly and continuously study knowledge related to their fields of responsibility; party members of working age actively study to apply scientific and technological advances to production, economic development, and building a prosperous and happy family. Thanks to the good propaganda work on the goals, meanings, and importance of the model among the people, awareness of learning has been constantly improved. In addition, many parents also voluntarily participate in reading books and newspapers to search for information, improve their knowledge, or use computers and smartphones to update and exploit domestic and international information. Implementing the model of learning citizens, the number of people participating in training sessions at the Commune Community Learning Center has increased compared to before, contributing to the effective implementation of the model of "Learning Citizens" in the locality. Each year, the center opens 10-15 specialized classes attracting over 1,000 students to study. Through its activities, the center has helped workers access short-term vocational training classes to have stable jobs, increase income, access knowledge, apply it to production practices, and improve the quality of life.

The movement to build "Learning Citizens" across the province is being implemented synchronously and effectively thanks to the attention and direction of Party committees, authorities at all levels and the participation of the Fatherland Front, socio- political organizations and the people. The Association for Promotion of Education at all levels in the province plays a core role in mobilizing, organizing, and gradually forming and developing diverse learning models such as: learning families, learning clans, learning communities, and learning units. Currently, the province has more than 4,600 clans registered for the learning clan model, of which 75.8% of clans have been recognized; more than 3,500 villages, hamlets, and residential groups have registered for learning communities, of which 74% have been recognized. The highlight is that in community learning centers, localities have mobilized the participation and coordination of training institutions, businesses, employers, etc. in improving the quality of training, transferring knowledge and working skills effectively, practically and scientifically. In addition to doing a good job of building models from learning families, learning clans, units, learning communities, families, clans together with schools and educational institutions have fulfilled their responsibility of education, forming personality, building new people with standards of civic ethics, public ethics, and professional ethics.

The model of “Learning Citizens” is not only a goal in building a learning society but also a measure of sustainable and civilized development of each community. Learning models are increasingly developing, promoting efficiency, creating strong social effects, attracting positive responses from groups and individuals, especially the dedication, enthusiasm, and high responsibility of the team of Learning Promotion officers from the province to the grassroots. Families, clans, communities, and learning units in the province all have the right awareness of learning for each citizen; each learning clan has established a Learning Promotion Board and operates effectively and orderly, creating favorable conditions for school-age children to go to school, take care of and educate them to become good children and good students. In particular, for each unit and residential area, when building a learning community, the learning unit is associated with the movements "All people unite to build a cultural life", "Building new rural areas", "Building civilized urban areas"... Thereby, gradually improving cultural life, developing the economy, training human resources, solving employment, changing the way of thinking, the way of doing to together successfully implement the goals of local socio-economic development.
