Investing strategically in high-quality human resources.
With its industrial production scale ranking 4th nationwide (reaching approximately 1.03 trillion VND in 2024) and about 70% of foreign direct investment (FDI) projects in the province being in the high-tech sector, Thai Nguyen aims to become one of the leading centers for research, design, and production of specialized chips and electronic devices in the country.
To achieve this, focused investment in high-quality human resources is considered the top solution. To concretize that orientation and determination, Thai Nguyen has promptly issued a strategy for the development of the semiconductor industry until 2030, with a vision to 2050. The plan emphasizes the particularly important role of high-quality human resources and sets specific goals such as: recruiting and training approximately 300 semiconductor industry personnel each year; training and transferring approximately 1,000 related personnel to the semiconductor industry; and graduating approximately 2,000 people from related fields...
In line with the province's strategy, member universities of Thai Nguyen University have immediately implemented the recruitment and training of semiconductor-related majors. Specifically, the University of Information Technology and Communications (Semiconductor Integrated Circuits major with 46 students); the University of Science (Semiconductor Technology major with 32 students); and the University of Industrial Engineering (Electronics, Semiconductors and Integrated Circuits Technology major). These units have allocated commensurate resources to invest in supporting facilities and specialized research labs; and strengthened cooperation with businesses to create opportunities for students to intern, practice, and find employment immediately after graduation.

The fact that students from the University of Information Technology and Communications have been entrusted with participating in the Digital Film Studio Project, producing the animated film "Cricket: The Adventure to the Muddy Village," is proof of the quality of human resource training for the digital age at educational institutions in the province.

AI for the average person
Besides investing heavily in high-quality human resources, Thai Nguyen also pays special attention to implementing digital literacy programs for all citizens. In the context of digital technology changing every aspect of life, equipping people with digital knowledge and skills has become an urgent requirement.
The province strives to achieve the following goals by 2025: 100% of agencies and units will establish core teams of officials to disseminate the digital capacity development project; 100% of officials, civil servants, and public employees will be trained in and apply AI, with 50% achieving improved work efficiency. The goal is also to have 80% of business owners, cooperatives, and household businesses, and 80% of people of working age, trained in basic AI skills, with at least 50% of them proficiently using the learned skills...
Implementing the "AI Learning for the People" program, numerous training courses have been held for officials, civil servants, and workers; some courses are even organized right in village and neighborhood cultural centers with the motto that those with more knowledge support those with less, and those with less knowledge guide those who are unfamiliar, thereby equipping them with basic knowledge to apply digital technology to serve their daily lives.
The levels of digital competence that the program aims for include: popularizing basic digital skills for workers; developing digital skills for specific target groups; and developing advanced digital skills.
To ensure the program's effectiveness, specialized agencies have developed specific instructional videos for each field and profession, following a "hands-on" approach so that people can learn, understand, and apply the knowledge effectively immediately. Simultaneously, they are developing digital platforms and models; building open learning resource repositories, digital technology learning centers, and digital school models…
Mr. Ngo Tien Dung, an official in charge of the Justice sector in Du town (Phu Luong district), shared: "Accessing basic knowledge and skills in the digital environment has helped me a lot in my work, improving productivity and efficiency, and serving the people better."
It can be affirmed that Thai Nguyen is on a strong development trajectory, and proactively preparing high-quality human resources along with enhancing digital skills for its people is a key factor for the province to thrive in the new era. Synchronized policies and solutions regarding human resources will be crucial for the province to realize its goal of Thai Nguyen 2025+: Digital - Green - Happy.
