Pointing out that without synchronized reform of personnel work, the grassroots level could easily become a "bottleneck" in the implementation of major policies, the General Secretary simultaneously requested a "strong shift from a mindset of supplementing personnel and general training to a more modern mindset of personnel management: standardizing capabilities according to job positions, evaluating based on output results, tightening control over power, and at the same time creating motivation for cadres to dare to think, dare to act, and dare to take responsibility for the common good."

Local officials are currently undertaking an increasingly large and complex workload. Major policies on socio-economic development, institutional reform, digital transformation, building a modern administration, or improving the quality of public services... only truly come to life through the organizational capacity of officials at the level closest to the people. However, reality also shows that the quality of officials in many localities still does not meet the requirements of the tasks; they are still hesitant, limited, reluctant to work, and especially reluctant to think, reluctant to innovate, and reluctant to be creative...
In the context of continued streamlining of the administrative apparatus for greater efficiency and effectiveness, and significant decentralization of power to local authorities, grassroots officials are increasingly being given more authority and responsibility. This also demands that each grassroots official cannot simply be someone who executes official duties and follows administrative orders from superiors. More than anyone else, they must be deeply involved in practical matters, "standing" on the practical ground of their locality, finding the most appropriate and effective ways to implement policies, laws, and regulations into life. Conversely, from practical experience, they will "breathe life" into life, making policies, laws, and regulations increasingly perfect.
In other words, the quality of grassroots officials is crucial to the effectiveness of the state apparatus. Therefore, improving the quality and stature of grassroots officials, as requested by General Secretary To Lam, is a shared responsibility of the entire political system. To achieve this, a comprehensive set of solutions must be implemented.
In this context, it is necessary to continue improving the standards and competency framework for cadres, linking them to specific job positions and task requirements. The selection, placement, and evaluation of cadres should be more closely linked to work efficiency and task performance. At the same time, there must be a strong reform in the use of cadres according to the principle of "the right person - the right job - the right location," as the General Secretary has clearly stated. Reviewing and re-evaluating the workforce, implementing rational rotations, and promptly identifying and utilizing capable cadres will contribute to improving the quality of governance at the grassroots level.
Training and professional development must also be reformed in a practical direction, closely linked to the requirements of reality. For grassroots officials, in addition to theoretical and professional knowledge, the ability to handle specific problems arising in the socio-economic life of the locality is crucial. Therefore, it is necessary to strengthen training programs based on practical situations and promote the mentoring and guidance role of officials with rich practical experience.
Along with improving capacity, it is necessary to continue tightening discipline, order, and power control in personnel work. Publicizing and ensuring transparency in evaluation and appointment criteria and procedures; strengthening the application of technology in personnel record management; and promoting the supervisory role of the people... will contribute to ensuring objectivity and fairness in personnel work.
At the same time, it is necessary to create an environment where grassroots officials dare to think, dare to act, and dare to take responsibility for the common good. When dynamic and creative officials are properly encouraged and protected, the sense of responsibility and initiative within the team will be strongly stimulated.
Ultimately, the effectiveness of any policy or initiative can only be verified in practice. When grassroots officials are improved in skill and quality, the grassroots level will undoubtedly be where policies and initiatives "bear fruit," bringing prosperity and happiness to the people and development to the locality and the country.
