In early April 2025, the Department of Agriculture and Environment approved the results of the environmental impact assessment report of the project to increase the capacity of stone exploitation for common construction materials at Truong Ban construction stone quarry (Hoa Son commune, Hoa Vang district). At the same time, it urged and focused on resolving the final procedures to increase the exploitation capacity at this quarry to meet the demand for common construction materials at construction works and projects in the area.
Accordingly, the mining capacity in 2025 is 400,000m3 of monolithic stone/year and 93,076m3 of monolithic soil/year (quarry cover soil). The project activities are stripping the cover soil, drilling, blasting, breaking oversized rocks, mining, loading, transporting and processing minerals.
Director of Truong Ban Construction Company Limited (the unit licensed to exploit Truong Ban quarry) Nguyen Hai Lam said that in 2024, the company has increased the mineral exploitation capacity at Truong Ban quarry by 15% to serve the demand for common construction materials for a number of key projects and works of the city, especially to promptly supply materials to serve the construction of the breakwater of the Lien Chieu Port Construction Investment Project - Shared Infrastructure Part to ensure safety for the project during the 2024 storm season.
The company has urgently completed documents and procedures to request the city to grant a license to increase the exploitation capacity of Truong Ban quarry in 2025 to provide construction stone and soil as filling materials and roadbed filling materials to serve the construction of key and dynamic projects in the city.
“After the Department of Agriculture and Environment approved the results of the appraisal of the project’s environmental impact assessment report, the company has carried out the next procedures and is waiting for the city’s departments, branches and sectors to comment on the mining license application. The company has prepared all the necessary means, equipment and conditions to implement the increase in mining capacity immediately after the City People’s Committee grants the license to supply common construction materials for key projects and works, driving forces of the city,” Mr. Nguyen Hai Lam informed.
Deputy Director of the Department of Agriculture and Environment Vo Nguyen Chuong said: “The increase in mining capacity at Truong Ban quarry mainly provides construction stone for the completion of the Hoa Lien - Tuy Loan expressway because the distance of transporting materials to the project is suitable for the economic - technical "problem". Currently, the Truong Ban quarry mining unit has submitted the application for a license. We are carrying out the procedures to submit to the City People's Committee for permission to increase the mining capacity of Truong Ban quarry”.
Mr. Vo Nguyen Chuong also said that in the city, there are 8 mines exploiting minerals for common construction materials (soil and stone mines) and 11 areas with mineral exploitation activities in projects. The city has assessed that the reserves of exploited soil and stone are lacking compared to the needs of project leveling, road embankment and construction activities. The solutions that the city has implemented in the past are to allow the increase of mining capacity at existing mines; implement procedures for mineral mines that have won auctions; grant mining licenses to investors of works and projects with excess soil and stone reserves...
“Due to the huge demand for minerals as common construction materials for key projects in the city, city leaders and the Department of Agriculture and Environment have been mobilizing mineral mining enterprises to prioritize the supply of exploited soil and rock for projects, especially socio-economic development investment projects,” said Mr. Chuong.
It is known that, in order to ensure the source of common construction materials for works and projects, the City People's Committee issued Official Dispatch No. 4795/UBND-DTDT dated August 30, 2024, agreeing to allow 7 quarries to increase their mining capacity to less than 15% of their capacity in 2024 according to the valid license, but not exceeding the permitted boundary and depth.
With this policy, mines are exploited to supplement the maximum reserve of 177,549m3 of finished stone to serve key projects and works, the driving force of the city because there is no need to adjust the mineral exploitation license (according to the provisions of Clause 1, Article 58 of Decree No. 158/2016/ND-CP of the Government). The City People's Committee also allows to increase the exploitation capacity for stone mines that meet the criteria and conditions such as the mine is still in exploitation period, the exploited reserves and the elevation of the mines after exploitation must not be lower than the elevation after exploitation according to the opinion of the Department of Construction; the increase in capacity must ensure environmental suitability, meet technical infrastructure requirements, and not affect traffic safety in the exploitation area and on the transportation route.
In particular, the mines must provide the entire amount of minerals with increased mining capacity to serve the construction of projects invested with state budget capital, key projects in the city such as the Lien Chieu Port Construction Investment Project - Shared Infrastructure, the Hoa Lien - Tuy Loan expressway section, National Highway 14B...
