On October 9, 2023, the Department of Culture, Sports and Tourism held a meeting to request Mr. Le Ba Hung to report specifically on the relevant issues. Subsequently, the Department of Culture, Sports and Tourism issued a decision to establish a verification team, headed by the Chief Inspector of the Department, to urgently verify and clarify the four allegations, and report to the Department's Board of Directors for handling according to their authority by October 10, 2023.
After verifying the complaint, the Department of Culture, Sports and Tourism officially responded. Specifically: Regarding the complaint about the season's prize money not being distributed to the team, the coach and athletes participating in the provincial football team are paid according to their professional qualifications and are under contract as stipulated. The issue of prize money for participating in professional football leagues is not covered by the budget; instead, it must be raised through social mobilization. To provide prize money to motivate the team, representatives of the Provincial People's Committee sent sponsorship invitations to businesses to solicit support; they also regularly met with, encouraged, and instilled determination in the coaching staff and players.

The leaders of the Department of Culture, Sports and Tourism have regularly contacted and encouraged business owners to sponsor the team through the addresses provided in the invitation letters. However, due to the difficulties faced by these businesses, the amount of funds raised for the team's awards so far is 92,530,920 VND (Ninety-two million, five hundred thirty thousand, nine hundred twenty dong). With this amount, the Provincial Sports Training, Coaching and Competition Center will present the funds to the coaching staff and athletes at the closing ceremony of the tournament, scheduled for October 18, 2023. Currently, the sponsorship funds from businesses are still in account 7091284504382 - TT DT HL VA TD TDTT TINH BINH THUAN at MB Bank, Binh Thuan branch.
Regarding the allegations of reduced meal allowances during the competition: Meal (nutrition) expenses are disbursed according to Circular 86/2020/TT-BTC dated October 26, 2020, of the Ministry of Finance and the Decision on sending participants to the competition issued by the Department of Culture, Sports and Tourism. According to state regulations, the regular training meal allowance is 240,000 VND/day, and the competition allowance is 320,000 VND, both of which must be paid into the personal accounts of each coach and athlete.

The Provincial Sports Training, Coaching and Competition Center has fully paid coaches and athletes according to regulations from December 1, 2022 to August 31, 2023. This matter has been explained numerous times by the center at meetings with the team's coaching staff.


The petition also reflects the issue regarding the fact that the entire team has not received any money for the quarterly and annual allocation of shoe funds. Regarding this matter, the Department of Culture, Sports and Tourism stated: In 2023, the Provincial Sports Training, Coaching and Competition Center was assigned by the Department of Culture, Sports and Tourism to coordinate and organize many provincial and national sports activities, so some tasks such as preparing bidding and procurement documents (because the total cost of purchasing over 100,000,000 VND requires a bidding process) were delayed compared to requirements.
The Department has severely criticized this and requested the Center to urgently prepare the necessary documents and procedures for procurement in accordance with regulations to distribute the equipment to coaches and athletes.

Specifically, regarding the complaint about the illegal deduction of May taxes from some players that have yet to be paid: On July 28, 2023, the Provincial Sports Training, Coaching and Competition Center sent Official Letter No. 385/TTĐTHLTĐTDTT to the Binh Thuan Provincial Tax Department requesting assistance in calculating and settling personal income tax. On August 11, 2023, the Binh Thuan Provincial Tax Department issued Official Letter No. 5965/CTBTH-TTHT responding to the personal income tax policy. The deduction of income tax for one coach and eleven athletes was in accordance with regulations. The tax money for the coaches and athletes was paid directly to the Provincial Tax Department by the Provincial Sports Training, Coaching and Competition Center.



Accordingly, by December 31, 2023, coaches and athletes who need a tax refund will have their tax refund processed by the Provincial Sports Training, Coaching and Competition Center with the Tax Department in accordance with regulations.

After a 30-year wait, Binh Thuan football is facing financial difficulties as it enters professional football and is under pressure from regulations. Hopefully, this controversy will be resolved, as only those involved in football truly understand the situation. According to those concerned with Binh Thuan football, if funding is lacking, local resources should be utilized. The practice of hiring local personnel and the resulting negative consequences serve as a wake-up call, highlighting the fact that local resources are not always effective when the strength of the local community is not fully utilized.
