No longer a distant concept, digital transformation in Thanh Hoa is now permeating classrooms, villages, and residential areas through everyday activities. From scanning QR codes to find addresses, submitting online applications, making cashless payments, or designing lesson plans using AI... The "Digital Literacy Movement" is gradually opening up a new path of knowledge dissemination, enabling every citizen to proactively adapt to and participate in the digital environment.

From classrooms without blackboards

A professional development session at Bac Son Secondary School in Sam Son Ward was quite unique. Gone were the chalk, blackboards, and thick lesson plans; instead, teachers practiced designing lessons using Canva, ChatGPT, Gemini, and other modern teaching support software.

To help teachers quickly adapt to the digital environment, the school maintains regular monthly training sessions and frequently shares materials and instructional videos through an internal Zalo group so that teachers can self-learn and update their skills.

Mr. Nguyen Van Dung, Principal of Bac Son Secondary School, said: “During the implementation of the digital literacy campaign, the school encountered many difficulties. However, we recognize this as an inevitable trend, so we will continue to organize regular training sessions and mobilize additional resources to provide students with better access to technology.”

From those training courses, digital technology is gradually being integrated into every lesson. Many teachers use Kahoot, Plickers, video simulations, or e-learning materials to increase interaction and make learning more engaging for students.

Not only in schools, but "digital classrooms" are also being opened right in villages and residential areas. In many mountainous communes of Thanh Hoa , local officials not only work in offices but also go directly to each village to guide people in preparing documents, carrying out administrative procedures online, and using public services in the digital environment.

Mr. Ha Van Doan, Deputy Secretary of the Youth Union of Yen Thang commune, said: "The Youth Union actively supports the government and people in carrying out administrative procedures, with the goal of ensuring smooth processing and preventing people from having to wait or travel multiple times."

The spirit of "going door to door, guiding every citizen" is implemented in accordance with the principle of being close to and connected with the people. This approach has helped many elderly people and ethnic minorities gradually access digital conveniences in their lives.

After more than a year of implementation, Thanh Hoa province has established 4,351 community digital technology teams in 166 communes and wards, ensuring 100% coverage of villages, hamlets, and residential areas. These are considered the core force in bringing digital skills closer to people at the grassroots level.

Changes stemming from real life

In Yen Khuong commune, many people from ethnic minority communities are now more familiar with carrying out administrative procedures electronically.

Ms. Luong Thi Phom, a Thai ethnic woman from Tu Chieng village, was initially hesitant when she went to the Public Administrative Service Center to process paperwork for her grandchild's school enrollment because she was not fluent in Vietnamese and unfamiliar with the technological procedures. However, thanks to the dedicated guidance of local officials fluent in the local language, her application was processed quickly and smoothly.

"I didn't know anything about the internet or computers. Thanks to the guidance and instruction from the officials, my paperwork is now processed very quickly," Ms. Phom shared.

In remote and rural areas, the implementation of digital transformation still faces many obstacles. Some areas have unstable internet connections, many residents are not proficient in the common language, or are unfamiliar with using smartphones. Therefore, providing support to residents from the initial document preparation stage to the completion of online public services significantly reduces travel and waiting times.

According to Mr. Le Thanh Nghi, Deputy Director of the Public Administrative Service Center of Yen Khuong Commune, in addition to investing in information technology infrastructure, the locality pays special attention to guiding people to use online public services, especially the elderly and ethnic minorities. The goal is not only to resolve administrative procedures faster but also to help people gradually develop skills in using digital platforms in their daily lives.

Thanks to these changes, digital transformation is no longer a distant concept, but is becoming increasingly evident in the lives of people in mountainous regions.

Platform for digital citizenship development

Beyond simply assisting citizens with online administrative procedures, digital transformation in many localities of Thanh Hoa is gradually becoming a part of daily life activities.

Along the roads in Ve Thon village, Dinh Tan commune, QR code signs have become familiar to the residents. With just a scan of the code on their phones, people can locate their households, community centers, or public places on a digital map. The "Digital Address Code on a Digital Map Platform" model not only supports population management and goods delivery, but also helps people gradually develop the habit of accessing technology in their daily lives.

Mr. Trinh Dinh Van, Party branch secretary and head of Ve Thon village, said: "When implementing the movement, the village determined to put the people at the center, prioritizing direct guidance so that people know how to use digital technology to serve their lives."

In addition, the locality has also implemented the "QR code model introducing the history of the village and historical sites," contributing to the digitization of cultural and historical information of the homeland; or the "three no's" model, which includes not having to declare information multiple times, not using cash in some essential services, and not needing direct contact with the government.

By the end of the first quarter of 2026, 85.84% of adults in the province had been confirmed to have achieved digital transformation knowledge and digital skills on the VNeID platform, exceeding the target set for the whole year. Not only is Thanh Hoa popularizing digital skills among its citizens, but it is also gradually improving its digital infrastructure and environment. Currently, 100% of villages, hamlets, and residential areas in the province have fiber optic and 4G/5G coverage, creating conditions for people to access digital services more easily.

If the previous "Popular Education Campaign" contributed to eradicating illiteracy, today's "Digital Popular Education Campaign" is opening a new chapter: popularizing digital skills so that people are not left behind in the digital age, while simultaneously creating a foundation for the formation of future digital citizens.
