On the morning of August 8, at the Government Headquarters, Prime Minister Pham Minh Chinh - Head of the State Steering Committee for important national projects and works, key to the transport sector chaired the 13th meeting.

Also attending were Deputy Prime Minister Tran Hong Ha - Deputy Head of the Steering Committee; representatives of leaders of ministries, branches, central agencies; a number of project management boards, contractors, and related units. The meeting was broadcast live to 44 provinces and cities where key transport projects pass through.
Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that the 13th National Party Congress continued to identify the construction of a synchronous infrastructure system as one of the three strategic breakthroughs, prioritizing the development of a number of key national projects on transportation and climate change adaptation. Regarding expressways, the 13th Congress set a target of 3,000km of expressways nationwide by 2025; and 5,000km of expressways by 2030.
The Prime Minister established the State Steering Committee for important national and key projects in the transport sector in Decision 884/QD-TTg dated July 23, 2022 and issued Decisions to supplement the project list and strengthen the Steering Committee members. To date, the total number of projects in the Steering Committee list is 40 projects/92 component projects (DATP) in 3 areas: road, railway and aviation, passing through the territory of 48 provinces and centrally-run cities. To date, the Prime Minister - Head of the Steering Committee has chaired 12 Steering Committee meetings.

After 12 meetings, the Steering Committee issued 12 concluding notices; the Prime Minister issued 12 Official Dispatches and over 400 documents directing the handling and removal of many difficulties and obstacles, including long-standing obstacles such as: Long Thanh International Airport; the North-South Eastern Expressway, capital for urban railway projects, Ben Luc-Long Thanh Expressway, construction material sources, site clearance; promulgation of Expressway Standards; piloting of sea sand materials; conversion of rice fields and forest lands; progress and quality of projects ensuring requirements; completed 2 projects/12 component projects (11 component projects of the North-South Eastern Expressway in the 2017-2020 period and Tuyen Quang-Phu Tho) with a total length of 693km passing through 15 provinces and cities, bringing the total number of expressways to about 2,021km.
"This shows the efforts of the National Steering Committee, the Steering Committees of provinces and cities, and the Steering Committee of the Ministry of Transport. Compared to 20 years ago, this is the foundation for us to complete the past goals. At the beginning of the term, the number of newly completed highways was more than 900km, and now it has been more than 2,000km. This is the effort, progress, and inheritance of the Government through the terms, under the leadership of the Party through different Congress terms, we have gained experience and achievements to do better in this term. "All beginnings are difficult", we work and learn from experience, promote the positive aspects, overcome limitations and shortcomings to do better in this term. In fact, we have to work and learn from experience because we have to solve many problems", the Prime Minister emphasized.
The Prime Minister also assessed that the implemented and completed projects have contributed to promoting socio-economic development, creating new development space for localities where the projects pass through, such as industrial and service zones, especially creating opportunities to develop new urban areas, increasing land value, facilitating travel, reducing logistics costs, increasing the exchange of goods and consumption, stimulating production, business, creating jobs and livelihoods for people more effectively.

Through the practice of leadership, direction and implementation of projects, it has been shown that in order to perform well the assigned tasks, ministries, agencies, localities, especially leaders, must uphold personal responsibility, put national and ethnic interests, and the interests of the people above all; promote high responsibility in the spirit of always listening and learning. State management and corporate governance must be promptly and flexibly changed to suit requirements, tasks and practical situations, promote digitalization, improve in a smart direction, reduce hassles, reduce administrative procedures, and help reduce costs for people and businesses. It is necessary to focus on promoting the spirit of solidarity, unity, support and mutual sharing among state management agencies, party committees, local authorities, businesses and people. In the process of performing tasks and handling difficulties, we must boldly and creatively apply the Party's guidelines and policies, the State's policies and laws, maximize the spirit of self-reliance, self-improvement, and strive to overcome difficulties and challenges to rise up.
In 12th Session of the Steering Committee, the Prime Minister - Head of the Steering Committee has issued a Conclusion (in Notice No. 271/TB-VPCP dated June 22, 2024) assigning 57 tasks to ministries, agencies and localities (10 more tasks than the 11th Session), including 11 time-limited tasks. At the same time, the Prime Minister and Deputy Prime Ministers have issued 12 documents directing the implementation of tasks related to projects and works. We will launch a 500-day peak emulation movement to successfully complete expressway projects to welcome Party Congresses at all levels towards the 14th National Party Congress, celebrate the 80th anniversary of National Day, the 50th anniversary of the Liberation of the South and National Reunification; and the 80th anniversary of the People's Public Security Forces' Tradition Day.

To review and specifically evaluate assigned tasks, handle and direct the resolution of difficulties and obstacles, and promote the progress of project implementation in the coming time, at this meeting, the Ministry of Transport will have a central report, from which to evaluate the good and bad aspects to promote and expand; point out the limitations and obstacles to remove and overcome. The Prime Minister requested a spirit of openness, frankness and objectivity; localities focus on reporting and handling outstanding issues, especially procedures for common construction material mines, progress of site handover, and relocation of technical infrastructure; localities that have done it must do it urgently.
The Prime Minister requested the Ministries and sectors that are members of the Steering Committee to report on the implementation of assigned tasks; guidance on contents according to functions and tasks (Ministry of Planning and Investment provides guidance on procedures for appraising investment projects, arranging capital, etc.; Ministry of Agriculture and Rural Development provides guidance on changing forest use purposes; Ministry of Construction provides guidance on issues of unit prices, norms, and methods for determining material prices at mines; Ministry of Finance provides guidance on ODA capital; Ministry of Natural Resources and Environment provides guidance on material exploitation and changing land use purposes; Ministry of Industry and Trade provides guidance on relocating electrical infrastructure, etc.)
The Prime Minister also expressed his joy that from August 8, 2024, we have started commercial exploitation of the Nhon-Hanoi Railway Station elevated section from Station S1 (Nhon) to Station S8 (Cau Giay). This is a great effort by ministries, branches, and Hanoi City. We need to learn from experience that when investing in projects, it is necessary to immediately conduct human resource training to serve the operation of railway lines.

In that spirit, the Prime Minister requested that reports at the meeting focus on difficult and problematic issues, sharing management and operation experiences, fighting corruption, negativity, waste, etc.
*The Ministry of Transport said that regarding the implementation of key transport projects, the Ministry is resolutely directing contractors to actively implement the North-South expressway project in the East phase 2021-2025, Khanh Hoa-Buon Ma Thuot, Chon Thanh-Duc Hoa, the progress is basically following the plan, some projects are striving to complete 3 to 6 months early; in particular, the component projects of Can Tho-Ca Mau, Bien Hoa-Vung Tau, Ho Chi Minh road section Rach Soi-Ben Nhat, Go Quao-Vinh Thuan are still behind schedule. In the coming time, investors and contractors must speed up to make up for the slow progress.
Regarding the project's construction progress in the localities: Ho Chi Minh City, Hanoi, Long An, Ba Ria-Vung Tau, An Giang, Dong Thap, Dak Lak, Ha Giang, Hau Giang, closely following the plan; the remaining provinces have not met the requirements, and the construction output is still low.
The Ben Luc-Long Thanh Expressway project is being implemented closely following the set schedule; for package J3-1, the Vietnam Expressway Corporation (VEC) has proactively arranged capital and implemented procedures to select domestic contractors to meet the completion schedule in 2025.
Regarding the Long Thanh International Airport Project: accordingly, component project 1: headquarters of state management agencies is being implemented on schedule, except for the project of headquarters of animal and plant quarantine agencies, which is being prepared by the Department of Animal Health and the Department of Plant Protection, Ministry of Agriculture and Rural Development for investment proposal documents.
Component project 2: construction of the air traffic control tower body and related items is underway; contractors are being selected for 5 packages of specialized air traffic management equipment.
Component project 3: passenger terminal, runway, taxiway, 2 connecting traffic routes are being implemented to meet the set plan; some packages are being appraised and approved for technical design behind schedule, need to speed up progress to ensure synchronous operation.
Component project 4: currently evaluating bidding documents to soon select investors.

The T3 Passenger Terminal Project at Tan Son Nhat International Airport is being implemented in line with the set schedule. The Tran Quoc Hoan-Cong Hoa Road (connecting to Terminal T3) investment and construction project is striving to be completed in December 2024 as planned.
The Nhon-Hanoi Railway Station urban railway project has completed all procedures and is qualified to put the elevated section into commercial operation; tunnel excavation for the underground section has begun. The Ben Thanh-Suoi Tien urban railway project continues to run tests to assess system safety certification, and is expected to be put into commercial operation in the fourth quarter of 2024.
Regarding the implementation of projects to complete 3,000km of expressways by 2025: with the strong direction of the Prime Minister, the close and effective coordination of ministries, branches, and localities, and the efforts of the Transport sector in organizing and implementing projects, 2,021km of expressways have been completed and put into operation.
Currently, the Ministry of Transport, localities and Vietnam Expressway Corporation (VEC) are implementing 38 Projects/Component Projects with a total length of about 1,700km. Of which, 25 Projects/Component Projects with a total length of about 1,104km are planned to be completed in 2025; 2 Projects/Component Projects with a total length of 68km are planned to be completed in 2026, however, the progress can be shortened to be completed in 2025.
Based on the actual conditions of site clearance, construction materials, geological conditions and construction progress of component projects, the Ministry of Transport has coordinated with the localities assigned as the managing agencies and the Vietnam Expressway Corporation (VEC) to review and develop detailed plans, and direct investors and contractors to resolutely organize implementation to complete the target of 3,000km by 2025, specifically as follows:
13 Projects/Component Projects with a total length of 736km have favorable conditions and will be completed in 2025. Many Component Projects will strive to shorten construction time from 3 to 6 months.
10 Projects/Component Projects with a total length of 377km need to be drastic and focus on removing difficulties in site clearance, construction material sources and organizing construction in 3 shifts and 4 teams to be able to complete in 2025.
4 Projects/Component projects and the section across Phuoc Khanh bridge of the Ben Luc-Long Thanh project with a total length of 59km are planned to be completed in 2025, but it is very difficult to organize construction to complete on schedule due to problems related to site clearance, construction material sources, and contractor selection procedures.
