Russia retaliates against Ukraine's attack on schools.

Early on May 24 (local time), the Ukrainian military announced that a "massive ballistic missile attack" had struck the capital Kyiv.

According to CNN, Tymur Tkachenko, head of Kyiv's military government, said the Ukrainian capital was under a "large-scale ballistic missile attack" and urged residents to seek shelter. Kyiv Mayor Vitaliy Klitschko reported damage from missile debris in several areas.

Earlier, Russian President Vladimir Putin ordered a response to the attack that Moscow accused Ukraine of carrying out, calling it an "act of terrorism," following a drone strike on a college dormitory in the town of Starobilsk in Lugansk on May 23.

According to the Russian news agency TASS, the Russian Ministry of Emergency Situations said the number of children killed in the attack has risen to 21.
