First Lieutenant Tran Thanh Luat was born into a family with a revolutionary tradition in Chau Phong commune, An Giang province. After graduating with honors from Thu Khoa Nghia Specialized High School in An Giang, encouraged by his family and fueled by a burning dream in his heart, in 2020, Luat studied and passed the entrance exam to the Border Guard Academy.
In 2024, Luật graduated as valedictorian, was promoted to lieutenant by the Ministry of National Defense , and assigned to work at the Border Guard of An Giang province. With youthful energy and a burning desire to contribute to the border region, Luật quickly integrated into the unit, actively learning from the experience of his senior colleagues. With the motto "Where there are members, there is a movement," Luật always proactively advised the Party committee and unit commanders on organizing many practical activities, contributing to improving the spiritual life of officers, soldiers, and people in the border area.

Lieutenant Tran Thanh Luat stated: “To effectively carry out mass mobilization work in the current period, young border guards must uphold a high sense of responsibility, be dedicated to their duties, truly be close to the people, understand them, and possess a firm grasp of legal knowledge and social policies in order to effectively disseminate information, mobilize support, and engage with the people in border areas. Furthermore, young soldiers need to be humble, attentive, respectful of the customs and traditions of ethnic minorities, persistent and flexible in their outreach efforts, and ensure their words match their actions, using concrete actions to build trust among the people…”
As the team leader of the mass mobilization team, Luat proposed to the Party committee and unit commanders the implementation of many youth models and activities such as "Volunteer Saturday," "Border Guard Youth Joining Hands to Build New Rural Areas," "Helping Children Go to School," "Adopted Children of Border Guard Posts," "Lighting Up the Border," etc.
Every month, Luat, along with his members and youth union members, organizes legal awareness sessions for citizens, students, and schoolchildren, combined with encouraging people to strictly abide by regulations on national borders, and not to abet illegal immigration, smuggling, or the illegal transportation of goods across the border.
For local youth union members, the Law is like a close older brother and friend, regularly coordinating cultural, artistic, and sports exchange activities, creating a healthy playground for young people in border areas, contributing to building a strong foundation of public support, and strengthening military-civilian solidarity in border regions.
During peak periods of crime prevention and border protection, Luat was always one of the leading officers on the front lines. For many nights in a row, Luat and his comrades patrolled along the border, ambushing in key areas, contributing to the detection and prevention of many law violations.

Lieutenant Tran Thanh Luat's contributions are a vivid testament to the sense of responsibility, enthusiasm, and dedication of today's young Border Guard officers. On patrol routes under the sun and wind, this young officer continues to silently dedicate himself day and night, contributing to maintaining peace on the nation's borders and writing the next chapters of the heroic tradition of the Border Guard.
With outstanding achievements in studies and work, in 2024, Tran Thanh Luat was awarded the title of Emulation Soldier at the grassroots level; he was also awarded a certificate of merit by the Ministry of National Defense and the Chairman of the People's Committee of Hanoi City for his excellent achievements in studying and training, graduating as valedictorian of the officer training course at the platoon level, university level, and the title of Outstanding Valedictorian of universities and academies in Hanoi. In 2025, Luat continued to achieve the title of outstanding grassroots emulation soldier; received a certificate of encouragement from the Border Guard Command for winning the political essay contest on protecting the Party's ideological foundation; and was twice commended by the Provincial Border Guard Command for achieving the title of "Outstanding Young Face" and for his participation in the "Nationwide emulation movement to build a learning society and promote lifelong learning". In 2024, Luat was honored as an "Outstanding Young Person" by the An Giang Provincial Border Guard and in 2025 he was honored as a "Promising Young Person" by the Border Guard Command.
