
According to a report by the Resources Department (TKV), in implementing the policy of exploiting, recovering, utilizing, and trading mine waste rock and soil, TKV has implemented, approved, and issued the Plan for areas of operation for the exploitation, use, and business of waste rock and soil from coal mining and processing activities under TKV in Quang Ninh province until 2030 and forecasts beyond 2030.
The plan includes 16 mining sites with a total recoverable volume of waste rock and soil of approximately over 633 million m³. Simultaneously, the Group has assigned two coal processing and trading units to lead and coordinate with relevant authorities and units to carry out the procedures for requesting permits to mine and utilize waste rock and soil at the mine waste dumps.
Quang Ninh Coal Processing Company is one of two units assigned by TKV (Vietnam Coal Corporation) to implement the exploitation, recovery, and utilization of mine waste rock. The unit is actively coordinating with departments, agencies, localities, and coal production units to complete legal procedures and gradually bring mine waste rock into use for construction and infrastructure projects in the area.
Mr. Bui Quang Huy, Director of Quang Ninh Coal Processing Company, said: Following the policy of Quang Ninh province and the directive of TKV (Vietnam Coal Corporation) on reusing mine waste rock as leveling and construction materials for projects and transportation infrastructure, the company has been assigned the task of implementing this since 2022. Immediately after being assigned the task, the company proactively coordinated with relevant units to survey the current situation, develop exploitation plans, and complete legal procedures to quickly put mine waste rock into use.
Notably, the plan for recovering and utilizing mine waste rock at the Bac Bang Danh area, Ha Tu mine, phase 1, is being implemented with positive progress. On May 12, 2026, Ha Tu Coal Joint Stock Company handed over the site for stockpiling mine waste rock to Quang Ninh Coal Processing Company. Immediately afterwards, the company commenced expanding the site, completing the road for transporting the waste rock from the stockpiling area to the consumption port; and simultaneously coordinated with Quang Minh Company to carry out product conformity procedures according to regulations for consumption from June 2026. According to the plan, in 2026 alone, the company expects to consume over 3 million m³ of mine waste rock for leveling the ground for construction projects. By August 2028, the expected consumption volume is approximately 14 million m³.

In addition, the company is continuing to expedite the completion of legal procedures to implement two plans for the recovery and utilization of mine waste rock in seam 7, Mao Khe and Suoi Lai mines (Hon Gai Coal Mine), with a total reserve of nearly 8 million m³. Once licensed and put into operation, these projects will contribute to expanding the supply of leveling materials, improving resource utilization efficiency, and reducing pressure on mine waste dumps in the area.
Currently, TKV has developed and approved seven plans for the recovery and utilization of mine waste rock in Quang Ninh province. Of these, four plans have received approval in principle and permits for implementation from the Ministry of Agriculture and Environment and Quang Ninh province, including: the Suoi Lai mine waste dump, the Bac Bang Danh area of the Ha Tu mine, the Coc Sau mine, and the Mao Khe mine. Based on this, the units assigned by TKV are actively working with project investors and units requiring landfill materials to survey and determine the demand for waste rock. This is an important basis for developing effective plans for the exploitation, utilization, and business of mine waste rock, while simultaneously completing the necessary procedures for submission to the Ministry of Agriculture and Environment and the People's Committee of Quang Ninh province for consideration and approval of the plans in the near future.
Mr. Vu Anh Tuan, General Director of TKV Group, stated: "Promoting the exploitation, recovery, utilization, and trading of mine waste rock not only contributes to meeting the demand for leveling and construction materials for key projects in Quang Ninh province, but also plays a crucial role in environmental protection, reducing pressure on mine waste dumps, and creating more space for long-term coal production. This is also a solution to enhance the value of resource utilization, conserve natural materials, reduce environmental impact, and generate additional revenue for businesses. In particular, the policy of researching deep processing and classification of mine waste rock suitable for different types of projects will open up a sustainable path in mineral exploitation, contributing to the realization of the circular economy and green economy goals that TKV is striving for."
