Mr. Bui Xuan Phuoc (89 years old), born in Da Nang and raised in Phu Yen , began participating in the revolution at the age of 15 and went through two wars of resistance against the French and the Americans.
After the country gained independence, Mr. Phuoc returned to his hometown of Phu Khanh to participate in the establishment of the Museum and was assigned the position of Head of the Conservation Department of the Phu Khanh Provincial Department of Information and Culture.
In 1989, Phu Khanh province was divided into two provinces, Khanh Hoa and Phu Yen. Mr. Phuoc was transferred to Tuy Hoa to work as the Director of the Phu Yen Provincial Museum until his retirement in 1995.

As a soldier and a civilian during wartime, Mr. Phuoc deeply understood the difficulties and hardships of colonial rule and oppression. Through this, he recognized the noble sacrifice of President Ho Chi Minh – who dedicated his entire life to the cause of national liberation of the Vietnamese people, contributing to the common struggle of nations for peace, independence, democracy, and social progress.
Out of respect and gratitude for President Ho Chi Minh, in October 1997, he began construction of the Ho Chi Minh Memorial Area on his family's 2,200m2 plot of land in Phuoc Dong commune, 7km southwest of Nha Trang city center.

Between 1997 and 2000, Mr. Phuoc completed the construction of the Ho Chi Minh Memorial Area and put it into use.

The statue of President Ho Chi Minh was donated to Khanh Hoa province by the Management Board of the Ho Chi Minh Mausoleum, and was subsequently placed in the Ho Chi Minh Memorial Area built by Mr. Phuoc.
Between 2000 and 2010, Mr. Phuoc traveled throughout the country to collect documents and artifacts about President Ho Chi Minh, which were displayed in the memorial area.
According to Mr. Phuoc, the memorial site currently houses over 100 valuable artifacts, images, and documents about President Ho Chi Minh.

A copy of President Ho Chi Minh's poetry collection "Diary in Prison" is displayed at the memorial site.

Mr. Bui Cao Phap, Vice Chairman of the People's Committee of Phuoc Dong commune, said that every year many units from departments, agencies, localities, and organizations of Khanh Hoa province come to the Ho Chi Minh Memorial Area built by Mr. Phuoc to offer incense, participate in political activities, receive education on traditions, and hold ceremonies for admitting new Party members and Youth Union members.
In 2020, Mr. Bui Xuan Phuoc was honored with a Certificate of Commendation from the Prime Minister for his outstanding achievements in studying and following the ideology, ethics, and style of Ho Chi Minh.
In addition, Mr. Phuoc has received numerous awards and commendations from the People's Committee of Khanh Hoa province, the Vietnam Veterans Association, the People's Committee of Nha Trang city, and the People's Committee of Phuoc Dong commune.
