The merger of provinces and centrally-run cities is an important policy of the Party and the State to improve administrative management efficiency, socio -economic development and people's lives. When merging provinces, many people wonder whether they need to re-issue their citizen identification cards?

Mr. Hoang Van Anh, from Le Thuy district, Quang Binh province, wondered: "I am from Quang Binh, a province that is expected to merge with Quang Tri in the near future. Quang Binh will also be chosen as the administrative center after the merger of the two provinces. I do not know if after the merger officially takes place, I am living and have a permanent residence in Quang Binh, am I required to change my ID card or not?"

Regarding this issue, speaking with VietNamNet, Lawyer Tran Viet Ha (Nam Son Law Firm), Ho Chi Minh City Bar Association said that according to current regulations, people are not required to change or reissue their ID cards when merging provinces.

Specifically, Clause 1, Article 21 of Resolution 35/2023/UBTVQH15 stipulates that documents issued before the implementation of the arrangement according to the old administrative unit, if not expired according to regulations, can continue to be used.

In addition, Article 10 of Resolution 190/2025/QH15 on handling issues related to the reorganization of the state apparatus specifically stipulates documents and papers issued and granted by competent agencies and positions as follows:

“1. Documents and papers that have been issued or granted by competent agencies or positions before the reorganization of the state apparatus and have not expired or have not expired shall continue to be applied and used in accordance with the provisions of law until they expire or are amended, supplemented, replaced, abolished, cancelled or revoked by the agency or position taking over the functions, tasks and powers or the competent agency or person.

2. Organizations and individuals must not be required to carry out procedures to issue and replace documents that have been issued by competent agencies and positions before implementing the reorganization of the state apparatus when these documents have not expired, unless otherwise provided by law.

Thus, according to Lawyer Ha, people are not required to re-issue ID cards and passports when merging provinces.
