Promoting the role of the people.
Following the officers and soldiers of the Phu My Border Guard Post during a propaganda and patrol session, we felt more strongly the power of the nationwide movement to protect national security, where each citizen is a "living landmark" safeguarding sovereignty and border security. At Giong Ke Pagoda in Giang Thanh commune, the legal awareness session was simple but effective. Venerable En Thunh, the abbot of Giong Ke Pagoda, conveyed the information in a mix of Khmer and Vietnamese, in a simple and approachable way, making the law easy to understand and remember for the Khmer people. "Buddhist followers must work together to maintain peace in their villages and hamlets, and not violate the law for small gains. Maintaining peace is maintaining blessings for one's family," Venerable En Thunh shared.
Venerable En Thunh also regularly collaborates with the Phu My Border Guard Station to disseminate legal information on border issues, mobilizing the people to participate in protecting security and order, and building a civilized way of life. Currently, more than 200 households in the area have registered to participate in the movement to protect sovereignty and border security; 100% of the Khmer people strictly abide by the law.
Accompanying the border guards, Mr. Duong Van Phuc, residing in Rach Go hamlet, Giang Thanh commune, carefully inspected each border marker, wiped away the accumulated dirt, observed the surroundings, and quickly exchanged information with officers, soldiers, and local residents. Having been involved with the border region for many years, Mr. Phuc considers protecting the border and border markers his own responsibility. "Living on the border means having a responsibility to protect it. If I see anything unusual, I immediately report it to the soldiers so we can work together to maintain peace," Mr. Phuc said.
From citizens like Mr. Phuc, a self-governing network is naturally formed, contributing to helping authorities promptly grasp the situation and effectively handle incidents at the grassroots level. Assessing the role of the people in protecting sovereignty and border security, Lieutenant Colonel Danh Kim Huol - Political Officer of Phu My Border Guard Station, stated: “Leveraging the strength of the entire population is a decisive factor in building a people's border defense posture linked to a people's security posture. When the people are in agreement and actively participate, the work of protecting territorial sovereignty will become increasingly solid.”
Scaling up the self-governance model
In Ha Tien ward, the movement for all citizens to protect national security has also been effectively implemented, in accordance with local characteristics. At night, the mobile civil defense team, responsible for crime prevention and combating social evils along the border, spreads out along the roads, patrolling and reminding people to be vigilant. With 11 members, mostly knowledgeable about the area and respected in the community, the team has become a valuable support force in maintaining security and order. Mr. Chau Van Loi, a member of the team, shared: “I am a local, I understand the people, so it’s easy to mobilize them. Everyone is more conscious when reminded regularly, considering maintaining security as important as protecting their own home.”
In addition, Ha Tien ward recognized 10 self-governing security and order groups with 30 members and 23 households participating in managing and protecting national territorial sovereignty and border security. These well-organized models contribute to promoting the role of the people as the main actors in protecting national security. Mr. Danh Cheo, head of Self-Governing Security and Order Group 8 in My Lo neighborhood, said: “The members of the group regularly coordinate patrols and remind residents to comply with the law, especially at night. When we detect any unusual incidents, we immediately report them to the police for handling. The residents also agree and support this, so the work of maintaining security and order is becoming increasingly smooth.”
Through self-governing security and order groups and local residents, the ward's functional forces have recently received and processed 187 cases involving 1,562 citizens illegally entering and exiting Vietnam. This demonstrates that when each citizen becomes a "soldier" on the front lines of maintaining security and order, the people's security posture will become increasingly solid. This is also a crucial foundation for firmly protecting territorial sovereignty and maintaining peace on the border of the Fatherland in the new situation.
Chairman of the People's Committee of Ha Tien Ward, Tran Hai Quoc, said: “When people actively participate, the movement of all citizens protecting national security will go deeper, creating clear changes and contributing to maintaining security and order in the area. The ward will continue to consolidate and improve self-governance models, promoting the role of the people in detecting and reporting crimes, maintaining security and order at the grassroots level, contributing to building a solid people's security posture.”
