People are increasingly satisfied with the service.

For six consecutive years (2019-2024), Khanh Hoa has consistently improved its ranking in the Public Administration Reform Index (PAR INDEX). In addition, the Satisfaction Index of Citizens with the Services of State Administrative Agencies (SIPAS) continued to increase in 2024. The efforts of agencies and units to improve citizen satisfaction have contributed to the socio-economic development of the province.

PAR Index enters top 10, SIPAS climbs 13 places.

According to the Ministry of Interior 's announcement last week, Khanh Hoa's PAR INDEX reached 90.49%; ranking 10th out of 63 provinces and cities, an increase of 4 places compared to 2023, placing it in the top 10 high-scoring localities and one of 13 localities with an index above 90%.

In the 8 component indicators of the PAR INDEX, Khanh Hoa province scored over 90% in 4 indicators. Specifically, the administrative reform leadership achieved a perfect score, ranking among the top 7 localities with a 100% score; administrative procedure reform reached 98.85%; organizational structure reform reached 94.52%; and institutional reform reached 95.02%. Furthermore, the public finance reform index reached 89.5%; and Khanh Hoa's index on the impact of administrative reform on citizens and socio-economic development reached 5.09/6.5 points, higher than the national average.

The province's SIPAS 2024 score reached 83.66%, an increase of 2.57% and a 13-rank improvement compared to 2023; ranking 30th out of 63 provinces and cities. Notably, the satisfaction rate for public administrative services reached 85.7%, an increase of 4.68% and a 29-rank improvement compared to 2023, ranking 14th nationwide. Factors such as access to services; administrative procedures; civil servants directly handling applications; service results; and the receipt and processing of citizen feedback and suggestions all showed increased satisfaction rates. 91.55% of respondents confirmed that no civil servants caused inconvenience or harassment; 93.14% stated that no citizens had to pay any money outside of regulations to civil servants. The rate of citizen participation in the process of developing and implementing policies increased. The majority of respondents assessed that officials, civil servants, and public employees are more competent and perform their duties better. Assessments regarding family finances; local socio-economic conditions; healthcare and education services in public institutions; social order and safety; traffic, electricity, water supply, and social welfare are also better.

Efforts in all areas

In 2024, the Provincial People's Committee and the Chairman of the Provincial People's Committee issued 54 documents to fully and promptly implement the central government's administrative reform contents; directing the continued acceleration of administrative reform and the implementation of solutions to improve and enhance the province's evaluation indicators. Many important programs, outlines, projects, and plans were issued by the province, such as: the Provincial Urban Development Program until 2030, with a vision to 2045; the Provincial Investment Promotion Program for 2024; and the overall task outline for building Khanh Hoa into a centrally-governed city...

Alongside this, administrative procedure reform and organizational restructuring have been implemented decisively. The province has proposed amendments and additions to 5 administrative procedures, saving nearly 1.3 billion VND; waived fees and charges for online public services when submitting applications online; stipulated policies to support redundant commune-level officials, civil servants, and non-specialized personnel due to the reorganization of commune-level administrative units; and implemented electronic linkage for 2 groups of administrative procedures (birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; death registration, removal of permanent residence registration, settlement of funeral expenses and death benefits). Khanh Hoa is one of the first 6 localities nationwide to complete the digitization of civil registry data ahead of schedule; and is one of the first 2 provinces to issue copies of civil registry extracts and confirm civil registry information regardless of the registration or residence location of the applicant. It is one of the first nine localities to pilot the issuance of criminal record certificates via the VNeID electronic identification application; and to pilot the electronic health record system for integration with VNeID…

Over the past year, many administrative reform solutions and initiatives have been implemented, such as: operating the Khanh Hoa Tourist Information and Support Center; applying the Khanh Hoa Digital Citizen application; guiding people to submit online applications in the field of establishing and operating businesses at the commune-level People's Committees (Nha Trang City); the Young Entrepreneurs and Innovators Club (Nha Trang City Youth Union - Vietnam Youth Union)... The entire province has reorganized and reduced 7 communes and wards, 44 residential groups, and 7 provincial-level specialized agencies. In 2024, the rate of online application acceptance and online payment in the province increased sharply; the rate of issuing electronic copies of administrative procedure resolution results reached 77.95%, an increase of 43.75% compared to 2023.

The aforementioned efforts have contributed to improving the investment and business environment, promoting socio-economic development in the province. In 2024, the province's Gross Regional Domestic Product (GRDP) increased by 10.16% compared to 2023, ranking 7th nationwide and 2nd in the North Central and Central Coastal regions; state budget revenue reached VND 20,443 billion, exceeding the plan by 22.5% and increasing by 13.6% compared to the previous year; total tourism revenue increased by 56.47%; and merchandise export turnover reached over USD 2 billion, an increase of 16.5%...

Mr. Vo Chi Vuong, Director of the Department of Internal Affairs, stated that to sustainably maintain and make new progress in administrative reform, the Department of Internal Affairs will advise the province to continue implementing solutions to improve the effectiveness of institutional reform, administrative procedure reform, and promote online public services; resolutely reorganize the organizational structure to be streamlined, efficient, effective, and efficient according to the Central Government's directives; strongly innovate the evaluation of officials; build a team of officials, civil servants, and public employees with a reasonable structure, meeting the standards of job titles, positions, and competency frameworks as prescribed; continue to improve the investment and business environment; complete and publicize general socio-economic development plans, regulations, and policies supporting enterprise development... Through these efforts, the aim is to create a real transformation in awareness and actions regarding a service-oriented government, transforming Khanh Hoa into a centrally-governed city by 2030.
